GIZ Ethiopia Study on Export Coordination Challenges to the AfCFTA Market Jobs in Ethiopia


Purpose of the study

  • The programme supports ECCSA to conduct a study on the export coordination challenges to the AfCFTA market, as an input for Public Private Dialogue (PPD).

  • The Public Private Consultative Forum (PPCF) is established with the objective of creating a conducive business environment for the private sector and building trust between the private sector and the government in the process.

  • The Forum conducts Public Private Dialogue (PPD) on pressing issues to the private sector following a rigorous analysis of the issue.

  • Accordingly, this study will be used as an input for the Public Private Dialogue (PPD) to be conducted on export coordination challenges of the private sector in Ethiopia to the AfCFTA market.

    Tasks to be performed by the contractor

  • The scope of the work of the expert/s to be hired include, but is not limited to:


  • Review previously conducted studies on similar topic, identify information gaps and design a study for the private sector

  • Map the organizations involved in export coordination to AfCFTA market taking into consideration the Agreement Establishing AfCFTA
    Develop inception report on the rationale, objective and scope of the study including the methodology to be used in consultation with the ECCSA and GIZ.

  • The inception report should also include action plan for the study.

  • Identify milestones for export coordination to the AfCFTA market covering trade facilitation, non-tariff barriers, transit, customs cooperation, Technical Barriers to Trade (TBT) and Sanitary, Phytosanitary (SPS) measures and trade remedies.

  • Identify specific
    regulatory, institutional and other practical coordination challenges of the private sector covering all topics under investigation and specifying the potential causes thoroughly

  • Identify prominent authorities, organizations, agencies and private sector organizations influential in export coordination of AfCFTA market

  • Assess the experience of other countries relevant to Ethiopia on the areas of coordination challenges for private sector in Ethiopia and draw applicable experiences

  • Forward clear and specific recommendations for each identified regulatory, institutional and practical coordination challenges of the private sector under the AfCFTA market, with clear role identified for the government and private sector

  • Draft report

    Produce policy brief (to the maximum of 10 pages)

  • Present the study, in collaboration with ECCSA: on the validation workshop; on Public Private Dialogue (PPD) and to the Technical

  • Committee for AfCFTA negotiation
    Submit final report in electronic form and hard copy
