Job Description

A. Main Duties and Responsibilities

Overall

Plans, organizes and coordinates the overall activities of the human, financial and material resources to the best use of the resources and human development and belongingness

The Deputy Managing Director (Resource and Support) will be headed by the DMD for finance, supplies & procurement and HR development and management.

The DMD (Resource and Support) shall oversee the day-to-day activities; provide strategic direction and decisions regarding the finance, supplies & procurement and HR development and management.

B. Specific Duties and Responsibilities

The DMD R&S cluster is vested with the following duties and responsibilities

  • Plans, organizes, directs, staffs, coordinates and controls the overall functions of the Rand S cluster at corporate level;
  • Overseas the financial, materials and human resources in accordance with the rules and procedures of the GBG;
  • Develop appropriate administrative, materials and financial systems and procedures, submit to management and implement upon approval;
  • Provide technical and administrative assistance in matters of administration, materials and financial management, train staffs on financial and property management;
  • Ensures the timely preparation of periodic and annual financial reports, checks for accuracy and report to management;
  • Strengthens the accounting system so that the Company will have better capacity to properly account for grants received and also serve as a source of information for management decision by establishing policy and standards;
  • Ensure that the rules, regulations, procedures and systems of the Company are abided by and implemented properly;
  • Decentralizes financial management activities for effectiveness and efficiency by developing decentralization policy and procedure guidelines, conducting orientation and training about the decentralization scheme and preparing a checklist for facilitating supervision and monitoring;
  • Controls budget and their utilization, ensure that funds are properly utilized for intended activities;
  • Ensure that financial documents are well organized, maintained in a safe place, protected from any loss and damage and filed properly;
  • Ensure the fulfillment of logistic services to support program implementation, support and control their efficient utilization;
  • Reviews and advises the Managing Director on all financial matters pertaining to statutory requirements, financial policies and procedures;
  • Authorize and approves the procurement of goods and services in accordance with the existing procedures, authorizes the issuance of goods to users, controls property handling,
  • Oversees GBG to systematically manage fund as per terms and conditions of grant by ensuring compliance to the Company requirement pertaining to budget utilization, cash handling, rerecording and reporting and maintenance
    of proper documentation management of safe boxes etc.;
  • Strengthens internal control system by institutionalizing and updating policy, manual and standards and monitoring project fund utilization;
  • Automates the supplies management system at all levels, Head Quarter and project level;
  • Decentralize Supplies management activities for effectiveness and efficiency by developing decentralization policy and procedure guide,
  • Develops effective Fixed Asset policy and procedural manual considering the decentralization process;
  • Evaluates and decides on monitory outlays as per the delegations given to her/him from the Managing Director.
  • Develop effective supplies chain system
    Develops and submits annual operation plan for approval to the Managing Director and the general assembly and implements when approved.
  • Establish and nurture favorable organizational culture and values.
  • Establish and Institutionalize merit based incentive mechanism to ensure efficiency and effectiveness
  • Develop human resource and finance policies and ensures proper implementation of the same;
  • Nominates external auditors,
  • Ensures the Company’s accounting, administration, material and audit systems meet international standards/principles and submit external auditors report to the approval by the concerned body;
  • As per Regulation of the Company delegates the Department Managers as deemed necessary;
  • Approves requests/ proposals pertaining to administrative; financial and human resource matters within the powers delegated to him/her by the Managing Director
  • Submit proposal on the expansion of Area Offices for approval to the Managing Director as deemed necessary.
  • Decentralize Supplies management activities for effectiveness and efficiency by developing decentralization policy and procedure guide, conducting orientation and training about the decentralization scheme and preparing a checklist for facilitating supervision and monitoring;
  • Perform any other activities assigned by the Managing Director

    Job Requirements

    Qualification:

  • PhD/MA in Degree in Management, Business Management, Organizational leadership and related business fields

    Work Experience:

  • 10/15 Years , Age: 40-45

    Special Experience:

  • Proven experience as Deputy MD /General Manager
  • Experience in developing profitable strategies and implementing vision;
  • Strong understanding of corporate finance and performance management principles
  • Familiarity with diverse management functions such as HR, Finance and Supply Chain;
  • In-depth and hands-on knowledge of corporate management best practices;
  • An entrepreneurial mindset with outstanding organizational and leadership skills
  • Analytical abilities and problem-solving skills;
  • Excellent communication and public speaking skills;
  • Self starter and team player with special talent to motivate his own team is an advantage;
