The MER Manager under the leadership of the Strategic Information and Reporting Director will oversee putting systems in place, updating and maintaining these for the MER Unit.
She will take lead in processing large amounts of service data/statistics and information for the entire program and its activities or project.
She/he supports the Director in the accomplishment of the MER functions, related to results achievement and further strengthens the Implementing Partner data collection and reporting systems and practices through providing data quality support. She will support selected activities in monitoring activities including indicator institutionalisation, MER training activities, data collection, data quality assessments, data analysis and will lead data reviews for program improvement and for reporting purposes. She will be responsible for putting data collection and data management processes in place.
The incumbent shall be responsible for creating detailed data reports for the donors’ reports, as well as participate in technical review meetings to suggest new ideas for relevant processes.
She/he shall oversee and ensure timely process of complete data abstraction and data entry into the project central and donors’ databases (DATIM and DIMES), as well as conduct root cause analysis for poor quality data from the NGO partners and make recommendations for continuous quality improvements.
She/he will work closely with the MEROs in data analytics and in ensuring that state of the art visualisation tools are being used within CDS and will take a leading role in the operationalisation of PBI.
She will supervise the MER assistant and the Data Capturer/s. The MER Manager will act as the head of the MER unit when the SIRD is not available and will be responsible for ensuring that the unit operates and serves CDS efficiently.Lead the development of prototypes of MER Tools for the demonstration of high data quality and data integration practices across the program and the awarded NGOs ensuring accurate reporting.
Core Roles and Responsibilities:
Conducts data quality assessments (DQA) exercises and the analyses of the results, to identify the root causes of poor routine data and make appropriate recommendations for continuous improvement.
Provide overall supervision and leadership to his/her team of data experts in achieving all data quality and reporting objectives of the program in a timely manner.
Work closely with the CBIMS consultant.
Utilize his/her data quality experience to mentor the MER Assistant and data capturers to ensure they understand how best deal with data verification and data quality issues at the site level prior to reporting to the next level on the data management system.
Ensure that a living project-wide Standard Operating Procedure (SOP) in place for managing the Data Management and Data Quality Assurance (DQA) System with in-depth description of mechanism for tracking errors, verifying the integrity of data, and reporting their progress.
Oversee the implementation and evaluation of data quality management policies and practices including data profiling and cleaning data in line with data quality best practices.
Work closely with the CBIMS/ Data Analyst consultant to ensure that the DHIS2 database operates with integrity.
Lead the continuous improvement of the program central database’s data visualization and analytics.
Qualification Summary & Experience:
A Master's degree in a related field or in health discipline is required for this position.
A minimum of 5 years and progressive work experience in MER and in data analytics and reporting
Proficient with Microsoft Office applications such as word processing and spreadsheet software, Microsoft Access, Excel, highly technical data visualisation tools, graphs and tables and SQL is required.
Should be highly organized individuals that pay close attention to details.
Possess strong oral and written communication skills.
Have a deep understanding of workflow design and data reusability.
Possess strong analytical skills to solve problems as they arise.
Should be able to multitask in a variety of projects at a time.
