Ethiopian Public Health Institute Database administrator Jobs in EthiopiaThe National Data Management Center for health (NDMC) at the Ethiopian Public Health Institute (EPHI) is a responsible center to centrally archive health and health related data, process and manage health research, apply robust data analytic technics, synthesis evidence and to ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels.
NDMC has collaborative partnership with Institute for Health Metrics and Evaluation (IHME), University of Washington and has established a Burden of Disease (BoD) Unit.
The BoD Unit is responsible for data mapping, collecting, reviewing and archiving available health and health related data in the country and for producing national and subnational burden of disease estimates collaboratively with Global Burden of Disease (GBD) Study centered at IHME for population and demography, mortality and risk factors for a range of communicable diseases, non-communicable diseases, maternal newborn and child health, nutrition and for injuries.
The unit creates platforms for translating BoD evidence for decision and policy at national and subnational levels.
The NDMC is looking for high caliber staff for this collaborative project.
Roles and responsibilities
Create and manage multiple databases and assist in capacity planning.
Create and manage constraints and indexes.
Support software developers with database operations including the development of complex SQL, tuning of DML and the creation of stored procedures.
Create detailed documentation including diagrams of database infrastructure.
Effectively coordinate & communicate with stakeholders (internal teams & clients).
Monitor performance and manage parameters in order to provide fast responses to front-end users
Map out the conceptual design for a planned database
Refine the logical design so that it can be translated into a specific data model.
Further refining the physical design to meet system storage requirements.
Write database documentation, including data standards, procedures and definitions for the data dictionary (metadata)
Control access permissions and privileges.
Develop, manage and test back-up and recovery plans.
Communicate regularly with data analytic and visualization team to ensure database integrity and security
commission and install new applications and customize existing applications in order to make them fit for purpose
Manage the security and disaster recovery aspects of a database.
Provide guidance and support to Web Developers(programmers)
Assist with schema design, code review, SQL query tuning
Write and deploy SQL patches
Upgrade and improve application schema and data upgrades
Process work accurately and in a timely manner
Collate, prepare and present information for internal and external use
Collaborate with data specialist/data manager to collect and manage data.
Proactively and regularly make recommendations for system improvements
Set up and maintain database infrastructure for the company’s BI needs
Desired skills and experiences
Experience with management of Oracle, PostgreSQL, MYSQL and Microsoft SQL server
Experience of project management processes
Experience of other monitoring packages such as Zenoss, Nagios and HP OpenView Ability to foresee relevant issues and assist in proposing possible solutions
Advanced understanding of Oracle 10g/11g and MySQL 5.x gained through running critical systems
Management of multiple schemas through system development, test & live environments
Experience with Oracle Data Guard replication
Experience with Oracle RMAN and OEM Monitoring
Experience with MySQL Enterprise Monitoring
Experience with MySQL Master-Slave / Master-Master replication
Good working knowledge of, and confidence administering on Solaris/Linux platforms
Experience of Unix Scripting
Systematic approach to identifying faults and pursuing paths to resolution
Experience of specifying and installing new solutions
A solid understanding ofdatabase languages and how to improve the query performance
Advanced understanding of PHP frameworks such as laravel and symfony.
Implement and manage company data management practices and policies
Good understanding of data and schema standards and concepts
Good understand database security, database design, implementation, troubleshooting and maintenance
Critical thinker and problem-solving skills
University degree in the field of computer science/Engineering and/or a relevant combination of equivalent training and 3 years work experience.
Preference will be given to candidates with certifications in related fields such as; Oracle, MS SQL and MySQL
