Project Description

  • The Ethiopian Center for Disability and Development (ECDD), one of the leading Ethiopian Civil Society Organizations (CSOs) engaged in promoting, facilitating and building organizational capacity for disability inclusive development in the country, adopted in 2019 a new 5-year Strategic Plan which includes disability rights promotion as its first development priority.

  • With the support of the European Union, ECDD has started implementation of a 3-year project to promote disability rights, in cooperation with Light for the World, an international disability and development NGO, and with the Federation of Ethiopian National Associations of Persons with Disabilities (FENAPD), a consortium of national membership organizations of persons with disabilities (DPOs).

    The objectives of the “Disability Rights for Increased Voice and Empowerment (DRIVE)” project are:

  • Building the organizational capacity of local, regional and national DPOs to actively advocate for disability rights, inclusion and full participation of persons with disabilities in society;

  • Increasing access to mainstream services by persons with disabilities;

  • Enhancing the capacities of duty-bearers to put in place effective policies and to provide inclusive services.

    Thus the project will promote the collection of data by government bureaus, and undertake direct data collection activities, including:

  • Collecting data on the quality of life of persons with disabilities, their access to mainstream services and opportunities, and on public attitudes towards persons with disabilities;

  • Collecting data on the extent to which health facilities, schools, TVETs and development CSOs are including children, youth and adults with disabilities;

  • Collecting data on the extent of awareness and implementation of government disability inclusion policies and practices by personnel of government, HRI and CSO bureaus and offices.

    Consultant Deliverables

  • A detailed Work Plan and timeline for the planning, organization, implementation and reporting of the survey work in each Region;

  • A Progress Report (after 3 months) on the implementation of the survey activities in both Regions;

  • A Report of the findings of both surveys in Amhara Region;

  • A Report of the findings of both surveys in SNNPR;

  • A final, combined, Summary Comparative Report of the results of both surveys in both Regions.

    Among other tasks that may be assigned by the ECDD Training Director and/or the Project Coordinator, the Consultant

  • Undertake a mapping and organizational capacity assessment of DPOs in the 6 target towns in both Regions;

  • Organize with FENAPD the provision of training on disability rights and advocacy methodology for DPO leaders, staff and members in the 6 target towns;

  • organize with FENAPD the provision of technical support and training on organizational, program and financial management, and financial and material support to target DPOs;

  • Organize community awareness-raising activities on disability rights and inclusion in selected target towns;

  • Organize the provision of DAIT training on disability awareness, rights, and inclusion methods to government, CSO health, education, TVET service delivery personnel;

  • Organize the provision of DAIT training on disability awareness, disability rights and inclusion policies and legislation for government, HRI, CSO personnel.

  • All costs of the DRIVE training and technical support activities will be met by the ECDD DRIVE project budget, managed by the ECDD Project Coordinator and administered by the ECDD Project Accountant.

  • The Consultant will complete the assignment within a total of six months after signature of an ECDD Service Contract.

    Job Requirements

    Consultant Qualifications

  • Education - minimum BA Degree in the Social Sciences

  • Professional experience - at least 3 years work experience in a non-governmental organization, organizing and providing training activities

  • Previous professional experience working with persons with disabilities

  • Excellent interpersonal relationships and team work

  • Excellent communication skills

  • Able and willing to travel frequently to the project intervention areas

  • Competence in the use of computer applications

  • Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages also desirable
