Job Description

  • Ethiopian Center for Development (ECD) is a non for profit organization registered as Ethiopian Residence Charity Organization, and it has been implementing various projects in the area of Education, support for the training of young women, vocational training, entrepreneurship, ending child marriage, and Safe and inclusive cities.

  • Improving Access to Quality Primary Education in Yeka and Kolfe Keraniyo Sub cities of Addis Ababa project is one among the active projects that implementing in collaboration with Pestalozzi Children’s Foundation /PCF/.

  • Currently, ECD wants to recruit part time construction engineer for fixed time (up to Decemebr 31st of 2020) to supervise and lead the overall construction and renovation activities on project partner schools.

    Responsibilities and duties

  • The construction engineer will coordinate the overall construction activities of Improving Access to Quality Primary Education in Yeka and Kolfe keraniyo Sub Cities of Addis Ababa.

  • In particular the construction and renovation work of feeding hall, play field and toilet construction of six project target schools in Addis Ababa.

  • S/he will also oversee and ensure the quality of construction or renovation works.

    In addition, the construction engineer will have the following major duties

  • Coordinate the planning, tendering, contracting, handover of site for construction and taking over of the completed construction works in partner schools.

  • Prepare site plan, BoQ and bid document for each construction and renovation site

  • Ensures to prepare technical specifications and cost estimates in line with PCF and ECD construction regulations.

  • Assessing the bids received in response to tenders and awarding contracts in line with PCF and ECD construction regulations.

  • Formulate and prepare complete and well-defined contract agreements, in close coordination with management and project staff.

  • Ensure contracts are implemented timely and in accordance with the terms of the contracts agreement and minimize the risk of contract variations and time extensions.

  • Properly
    document all construction/ renovation related communications and documents.

  • Report the progress of the construction and renovation works every week to donor construction engineer (PCF) and ECD.

  • Collaborate and consult the Improving Access to quality primary Education (IAQPE) project Executive director, Program Manager and project team in terms of construction issues.

  • Do and follow up design changes procedures and planning related hindrances until successful completion of the construction and renovation works.

  • Conduct regularly monitoring visit across all partner schools with renovation and construction works.

  • Analyzes and provides comprehensive key information to and Project staffs.

  • Coordinate with the financial administrators to ensure project invoices are accurately prepared and timely submitted by reviewing actual project expenses for accuracy and completeness.

  • Reviews project activities for compliance with procedures and standards.

  • Coordinate all the stakeholders involved in the construction activities.

  • Working and coordinating with partner school administrators.

    Job Requirements

    Required Qualifications

  • Minimum of 3 - 5 years’ experience with BSc degree in civil engineering and managing project related constrictions.

    Preferred Skills

  • Knowledge of the laws and directives regulating building construction of the country.

  • Knowledge of the procurement and contracts administration rules and laws of the country.

  • Skill in negotiating, writing and interpreting contractual agreements.

  • Demonstrated analytical skills in engineering, costing, and financial analysis.

  • Should be conversant with engineering software like Auto CAD and project management software (e.g., Microsoft Project or similar).

  • Problem solver/team player with high leadership qualities.

  • Highly organized and dedicated with positive attitude.

  • Work very well under pressure.

  • Supervise projects in professional and tactic full manner.

  • Excellent interpersonal communication skill.

  • Ability to effectively communicate with English language. (Mandatory)
