Terms of Reference for the Consultancy for Capacity Development on Solar Water Pumping Systems

I. Introduction

EWB-USA, in consortium with Oxfam, Community Empowerment for Rural Development (CEFORD) and African Women and Youth Action for Development (AWYAD) is implementing an integrated Water, Sanitation, and Hygiene (WASH) and Protection program in three targeted refugee settlements in eastern Uganda, Arua region.

The program is funded through a grant from the European Civil Protection and Humanitarian Aid Operations (ECHO), a program of the European Union. This programme is being implemented in the refugee settlements of Kyaka II, Imvepi and Rhino, in the Omugo Extension.

The purpose of this program is to meet current, emerging and projected WASH and
protection needs of 118,627 persons of concern (60450 males and 58127 females as of end of 2018), who are primarily refugees from the Democratic Republic of Congo (DRC).

The program is in response to both ongoing refugee needs and new and growing influx of caseloads in the region, as well as growing needs of local Ugandan host community members. The goal of the program is to strengthen the initiatives for increasing and sustaining water supply options through:

New WASH system installations in Kyaka II camp, to meet needs of up to 40000 future
anticipated refugees,

Extension and improvement of existing facilities to meet needs of existing and additional
refugees, and

Enhanced operation, maintenance, and management of recently built WASH systems among local humanitarian agencies and institutions.

The program seeks to support efforts for prevention of conflicts associated with water and sanitation
resource sharing, and to enhance the capacities of local community and local government structures.
The role of the EWB-USA ESC in this project is as follows:

New systems. Provide design advice and design and construction review for new water systems installations in Kyaka II refugee settlement, and Arua and Kyegwgwa Districts.

Extension and rehabilitation. Provide design advice and design and construction review for water pipeline extensions in Imvepi, Rhino and Omugo settlements, repairs/ rehabilitation of existing hand pumps in Arua and 40 in Kyegegwa host communities.

Existing water systems solar upgrade. Review existing water pumping and distribution systems in the targeted camps and local areas, and offer suggestions and technical oversight for improvement and optimization. This includes upgrading existing hand pumps to solar pumping for boreholes in Imvepi and Kyaka II.

O&M

training and capacity development. Develop and deliver technical and management training for water systems operations and maintenance, with a special focus on solar pumping water systems. Training will be given to local institutions and sector stakeholders, including implementing agencies and NGOs. The goal is to transition to more sustainable operation and improved technical capacity of institutional operators.

General technical advisory services to Oxfam and other local implementing NGOs as needed in areas of WASH and solar pumping.

II Objectives of this Consultancy

The consultancy will review an O&M Manual for consistency and to convert the manual contents into a training program.

III Scope of Work

The Capacity Development consultant is required to:

Read through and edit to make sure tone and language is consistent and appropriate to the audience. The O&M Manual is broken into two sections, Level 1 scheme operator, and Level 2 technician. Each of these sections is based on a checklist of preventative and basic maintenance and trouble-shooting. The manual is expected to be no more than 100 pages total, including appendices

Convert the manual and checklists into training well-structured training modules and provide guidance on how best the training can be delivered.

IV Reporting

The final report to be submitted to EWB-USA will be a comprehensive account of the whole consultancy; it will review the existing literature and other relevant information obtained from the client as well as through research by the consultant. The report shall include and incorporate all feedback from the field training.

V Deliverable

The outcome of the consultancy will be a well-structured training module that can be used for training of operators and technicians of solar water systems. The one-week training will be both theoretical (classroom) and practical for both level 1 and 2.

VI Competencies

Proven experience in the water sector reviewing O&M manuals and delivering training to a wide range of audience

Proven field technical and field experience of Consultant

Good knowledge of the water sector in the region

Availability to perform the assignment at the earliest possible time

Language: Excellent English writing skills.
