achievements of the activity;Preparation and implementation of a Monitoring and Evaluation framework designed to capture outputs and outcomes achieved by the project's grantees; the implementing NGOS and CSOs will have been selected through a Call for proposals.
The M&E framework will be made of a robust methodology, a list of indicators to be collected and tool to collect the information through an online database (IT tool to be designed). This task will encompass the design of the M&E tool as well as the training modules towards the project implementers and the NAO office and EUD.
Implementation of knowledge Base Management Plan and Communication and Visibility activities.
A provision of "reserve days" may be used upon request from the CA to execute ancillary or complementary tasks in the course of the programme lifespan.
In addition, a number of short term experts will be provisioned for specific tasks which may be requested by the Contracting Agent.
The Monitoring and Evaluation (M&E) Expert
Monitoring and Evaluation Expert; he/she will be responsible for the dedicated M&E
tasks leading to a full M&E framework and IT tool.
Qualification and skills:
The Monitoring and Evaluation (M&E) Expert has a Master's Degree in Development
Cooperation, Development Studies, Social Sciences or other related fields; or equivalent
professional experience of 5 years in addition to the general experience required below.
General professional experience:
· A minimum of 5 years of working experience in M&E, programme formulation based on the logical framework approach.
· At least three years relevant professional work experience within public administrations, decentralized public bodies or authorities, research institutes, NGOs, or other international organizations in rural development out of which two years must be at management level,
· Field experience in agriculture related areas including resilience, safety nets, and social protection.
· Good knowledge of the Monitoring and evaluation principles at international
level (OECD, UN system, EU); specific background related to the African context is an asset.
· Proven experience in M&E with donor agencies operating in the area of rural development and social protection is an advantage.
· Excellent analytical skills; capacity to deliver as per work plan.
· Flexibility and willingness/ability to travel
Desired Specific Professional Experience that would be an asset:
· Design and operationalise a Monitoring and Evaluation framework aimed at fostering
relevance, effectiveness, efficiency and sustainability.
· Ability to build an IT tool for data collection at programme level showing the attainment of
the output and outcome delivery by each grantee.
· Ability to design M&E capacity building strategies including training material (such as
manuals) based on clear needs identification and understanding of the operating context to
ensure the operationalization of the M&E framework.
· Experience in curriculum development including teaching materials/tools (such as lecture
notes, power point presentations etc.)
· Ability to develop creative and pragmatic approaches to capacity support in M&E;
· Skills in mentoring and coaching grantee's teams and their local partners to build organizational/structural capacity;
· Ability to build the capacity of local implementing government partners;
· Demonstrable experience of working with civil society organizations;
· Competence to communicate data in written and/or graphic format through briefing papers,
reports etc. as part of the capacity enhancement/development strategy.
Communication, Facilitation and Language skills:
· Exceptional communications, interpersonal, as well as facilitation and coaching/mentoring skills applied within multi-cultural contexts;
· Must have good outstanding communication and leadership/ team building skills
· Excellent in written and spoken English
The intended start date is October 2017 and the period of implementation of the contract will be 45
months from this date. The expected number of working days is 110.
