    Project Overview

  • DT Global is implementing the Somalia Transition Initiatives for Stabilization Plus (TIS+) Program, which is a $66.9 million, USAID-funded program that promotes good governance and community cohesion.

  • TIS+ is implemented in Mogadishu, Lower Shabelle, and Puntland, with possible expansion to other communities across Somalia.

    The Primary Objective of This Contract is to

  • Increase confidence in governance based on equitable participation in decision making and management of community assets.

  • Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth;

  • Increase Somali engagement in creating a more stable future;

  • Support inclusive, sustainable development by reducing gender gaps in stabilization and development.

  • The TIS+ Program requires sound leadership, strong program organizational management and excellent communication skills, as well as political and security analysis and monitoring and evaluation abilities.

  • The Deputy Chief of Party (DCOP) will develop technical strategies for effective programming that promote stabilization efforts and oversee the research and analysis of the local political context.

  • In this capacity, the DCOP will enhance the program’s understanding of the pressures and prospects for moving Somalia along the foundational governance spectrum from stabilization to community restoration.

  • Furthermore, the DCOP will identify opportunities for and design programming interventions that will allow Somali communities and citizens to become change agents in the government.
  • The DCOP will work closely with the Chief of Party, Program Implementation Director (PID), and USAID to create quick-impact program interventions that complement and lead to the development of appropriate in-kind and grant activities.

    Position Overview

  • Under the direct supervision of the COP, the DCOP will work with the PID and the M&E Unit – as well as the research and analysis supplier(s) - to provide technical leadership for stabilization delivery in Somalia.

  • Program Quality Assurance Ensure that procedures are followed for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing. Provide technical support and oversight of the M&E and communications on the programming modalities, technical delivery and the attainment of results.

  • Field Implementation Enhancement: Oversee research and analysis activities and ensure lessons learned from these reports are integrated into program design and respond to
    TIS+ objectives, including Gender Equality and Social Inclusion (GESI) mainstreaming into PIKAs in conjunction with PID-led implementation.

    Primary Responsibilities

    On a Daily Basis, the Tis+ Dcop Will

  • Work with the COP, Director of Procurement and Operations, Program Implementation Director and regional offices to improve implementation processes throughout the program.

  • Serving as USAID’s COR’s primary point of contact for current information about the status of activity design and implementation.

  • Oversee the research and analysis components of the program, ensuring programmatic direction and PIKA design are informed by this information.

  • Oversee the integration of the cross-cutting issues into all program interventions, including monitoring and evaluation, strategic communications, gender and social inclusion (GESI), and youth engagement.

  • Lead the program design efforts, together with the PID, for the rational, responsive and strategic program design through a number of small in-kind grants (PIKA) in the program areas.

  • Oversee the completion of annual work plans, quarterly reports, weekly reports and key technical deliverables.

  • In partnership with the Monitoring and Evaluation Manager, and with guidance from the COP, ensure that effective and comprehensive monitoring and evaluation is completed for all activity interventions, including in-kind or other grants.

  • Supervise program staff in Somalia and Kenya, including the PID, Monitoring and Evaluation team and Learning and Innovation team; ensuring adherence to standards for documentation, reporting, database management and analysis.

  • Other duties as assigned.

    Qualifications

  • At least five (5) years’ managing projects overseas of similar scale, scope and technical focus, with at least one of those years in a stabilization context; experience working on Somalia is a plus.

  • Advanced degree (or a bachelor’s degree with an additional five (5) years’ experience managing projects, overseas of similar scale, scope and technical focus) in governance, peace-building, conflict management, social sciences, international development, international relations/affairs, business, management, political science, law or other related field.

  • Demonstrated ability to work effectively with communities, civil society, local government representatives, and other stakeholders.

  • Demonstrated experience in overseeing programmatic, administrative, and financial management functions, particularly for design and administration of in-kind or other grant activities.

  • Previous experience working with government counterparts on complex programs. Demonstrated ability to communicate effectively in English, both verbally and in writing.

  • Strong interpersonal skills and ability to work and multi-task under pressure.

    Working Arrangements

  • The DCOP reports to the Chief of Party.

    Position Location This position will be based on Nairobi, Kenya, approximately 50% of the time will be spent in Somalia.
