Overall purpose of the role:
The main purpose of this position is to oversee the implementation and monitoring of the activities of the community services sub sector in line with DRC Goal, and Values
Project development, implementation and reportingContribute to the writing of concept papers and proposal development on the community services thematic areas of protection.
Also identify gaps and vulnerabilities with a view to generating ideas for future projects with strong impact for the beneficiaries.
Work closely with the other programme components to maximize programme output and impact
Organize and deliver protection trainings and promoting the rights refugees and vulnerable persons
Provide technical and programmatic leadership to community-based protection interventions in Kyaka II
Contribute to the development of advocacy points based on assessment of situation and risks related to PSNs & EVIs.
Oversee the daily quality implementation, monitoring and evaluation of community based protection related projects and interventions in Kyaka II refugee settlement.
Strengthen prevention and response mechanisms to all forms of rights abuse through sensitizations, trainings, IEC materials, capacity building of community structures etc.
Facilitate and support awareness raising activities and advocate for social cohesion within the communities
Ensure Core Humanitarian Standards are adhered to Proactively contribute to quality and timely monthly, quarterly and annual reports and work plans.
Coordination and representationDevelop relationships with a range of key stakeholders including donors, Local Government and other stakeholders on community based protection thematic areas at the field level in close cooperation with the Programme Manager.
Representation of DRC and active participation in the local Protection working group and coordination meetings.
Close co-ordination in project implementation with partners (UN agencies and national/international NGOs), including referrals, protection gap analysis, advocacy.
Actively liaise with other DRC sectors and ensure the integration of the protection interventions in all programming.
Link with the legal aid and SGBV sectors as a key strategy to achieving the reforms needed to increase community based protection
Maintain close contacts with local authorities and RWCs in the refugee settlement; provide capacity building, meetings to improve community-based protection in the settlement.
Staff development and managementProvide technical and programmatic leadership for the protection assistants and community based staff in Kyaka II operational area as needed.
Develop staff performance measurement and targets and appraise them based on the set targets.
Promote and support Youth initiatives for their development aspirations
Provision of technical support to staff on relevant protection standards, best practices and policy documents ensuring a rights-based approach programme framework.
Support management team to:Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration.
Uphold DRC’s international code of conduct and principles of accountability.
Execute any other tasks as may be assigned from time to time.
Logistics /FinanceSupport program manager to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups.
Plan and coordinate proactively logistics and movements of staff from and to different clusters
Experience and technical competencies:
Minimum of six (3) years’ experience working with vulnerable communities, basic needs and humanitarian programming experience, and/or advocacy programs.
Experience in community based protection programming is essential
Experience of managing and supervising staff.
Experience of working with UN or Non‐Governmental organizations.
Good communication skills and ability to conduct training and awareness.
Understanding of gender, protection and human rights.
Good organizational and people management skills.
A Bachelor’s degree in social sciences or relevant field.
Knowledge of the local languages spoken in the operation area is an asset.
