GIZ promotes complex reforms and change processes.

In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian Government and other international donors.

GIZ Ethiopia is recruiting an Advisor on GIS and Database Management for the Support to Responsible Agricultural Investments (S2RAI-II) Project as specified below.

Summary of duties and responsibilities

Responsibilities:

The Advisor on GIS and Database Management will report to the GIZ-S2RAI-II Project Manager. He is responsible to

  • ensure proper functioning of the Commercial Agricultural Management Information System (CAMIS) both at federal and regional levels and spearhead the rollout of CAMIS and its integration into the National Rural Land Administration Information System (NRLAIS); to selected regional states

  • conduct capacity and training needs assessment (CTNA) of AISD, RLAUD and relevant regional bureaus in the area of GIS, Remote Sensing and data management related to agricultural investments and impacted local communities

  • provide trainings to AISD and RLAUD staff as well as other relevant stakeholders on GIS, Remote Sensing and data management based on the CTNA:

    Tasks:

    Advising the partner institutions

    The advisor

  • assists the Agricultural Investment Support Directorate (AISD) and the Rural Land Administration and Use Directorate (RLAUD) of the Ministry of Agriculture (MoA), and other relevant regional land administration and investment bureaus on GIS and data management

  • supports AISD and RLAUD to build up a strong GIS and mapping system for agricultural investments at national and regional levels

    Networking and Cooperation

    The advisor

  • In cooperation with INTAPS Consultancy PLC, manage the maintenance of CAMIS source code and liaise between INTAPS and CAMIS users at federal and regional levels in the event of system failure due to bugs

  • supports AISD and regional bureaus in seasonal crop monitoring of Large-Scale Agricultural Investment (LSAI) projects

  • supports AISD, RLAUD and regional bureaus in smooth operation of CAMIS and National Rural Land Administration Information System (NRLAIS)

  • supports AISD, RLAUD in establishing an efficient electronic data communication/exchange system with the regional bureaus, particularly
    on automated data transfer from CAMIS regional nodes to the federal node

  • supports hosting and the go-live of CAMIS portal in collaboration with the MoA IT department and relevant departments of regional bureaus

  • In collaboration with AISD, RLAUD, regional bureaus and other development partners and stakeholders advance the development of the Remote Sensing based crop and investment monitoring tool using open source satellite imageries

    Knowledge Management

    The advisor

  • maintains a good and effective communication between relevant national government agencies and the project’s partner organizations involved in land management, registration and GIS, such as other GIZ programs, the EU delegation in Ethiopia, FAO Ethiopia, NIRAS (REILA), SIDA, DFID (LIFT) and USAID (LAND) and the World Bank as well as other relevant development organizations

  • communicates and presents, both orally and in writing, amongst colleagues and peer groups through briefings, technical and operational reports and presentations

    Job Requirements

    Required qualifications, competences and experiences Qualifications

  • Master/MSc from an accredited college or university in Geoinformation, Geomatics, Geography, Land Management or related fields

    Professional experience

  • Minimum of 7 years of relevant work experience in advisory services in an international or national organization that has allowed exposure to land management, GIS, Remote Sensing, and information management

    Other knowledge, additional competences

  • familiarity with bureaucratic requirements of a government ministry as well as exposure to the coordination of development programs

  • excellent communication skills, both written and oral in English and Amharic

  • willingness to work with rural communities and related government structures

  • high degree of creativity, initiative, integrity and accountability

  • high level of knowledge in GIS, Remote Sensing tools and DBMS (QGIS, PostgreSQL/PostGIS, ArcGIS, Google Earth Engine)

  • good knowledge of scripting languages (JavaScript and Python)

  • good interpersonal skills and team spirit
