The Democratic Governance Facility (DGF) is a multi-donor funding mechanism aimed at

strengthening governance, promoting and protecting human rights, enhancing access to justice, and improving accountability in Uganda by working with state and non-state institutions at national, regional and district levels throughout the country. It is funded by Austria, Denmark, European Union, Ireland, the Netherlands, Norway and Sweden.

Responsibilities


Corporate Management

  • Oversee the maintenance and management of the digital and analogue management
    information systems to track and report progress with respect to delivery against result indicators and other corporate objectives as set out in the Operational Plan.
  • Coordinate the development and/or periodic updating of corporate strategies, processes,
    procedures, process charts, checklists, and manuals. Ensure that DGF procedures and
    guidelines are clearly articulated and presented to relevant audiences.
  • Ensure the timely implementation of internal processes such as the staff performance assessment and appraisal, as well ensuring implementation of staff development initiatives.
  • With the Communications & Knowledge Management Advisor and the Communication &
    Multimedia Officer, quality assure all DGF/FMU documents such as semi-annual and annual
    reports; external papers; manuals; etc. and ensure implementation of the Communication
    Strategy of DGF.
  • With the HR Manager and line managers, formulate and implement activities designed to
    engage, motivate and support staff to excel in their jobs and to work effectively across
    teams to achieve FMU’s corporate development objectives.
  • Support a culture of continuous improvement and learning within the FMU.

    Partnership Management

  • Coordinate advisor support to spheres and implementing partners (IPs).
  • With inputs from the PLMs, HoFA and HoF, periodically update DGF’s Partnership Manual
    and Partnership Handbook and monitor its implementation.
  • Supervise the consolidation and improvement of DGF’s system for managing and engaging
    with partners, identifying opportunities to streamline processes.
  • Coordinate IP capacity development through organisational development assessment and
    strengthening initiatives in line with the Capacity Strengthening Strategy.

    Support to SMT

  • Develop and update the DGF corporate calendar in close consultation with all units and spheres.
  • Update and monitor the implementation of the Terms of Reference for the Senior
    Management Team.
  • Coordinate (with Working group sponsors) and document progress of SMT designated
    Working Groups.

    Secretarial Support to SC and Board

  • Assist the HoF in setting the annual calendar and agenda for routine SC meetings, ensuring timely fulfilment of FMU corporate accountability and reporting.
  • Ensure the smooth handling of DP visits and/or representation at IP events (including
    advertising visit/event opportunities to Board and SC members; coordinating visit
    programme planning; the production of visit briefs/speeches; media
    handling etc.).
  • Take the minutes of the SC and Board meetings and maintain a full record of proceedings.
  • Coordinate follow up to SC and Board resolutions as well as drafting of presentations and papers as requested.
  • Quality assure corporate reports and external briefs before circulation to the SC/publication.

    Management

  • Budget planning and monitoring for CCU implemented activities
  • Direct line management of Senior M&E Advisor, HR Manager, Organizational Development
    Advisor, Communication & Knowledge Management Advisor, and Gender & Youth Advisor.
  • Supervision of line management of other CCU staff by designated senior CCU staff.


    Requirements


  • At least a Master’s degree in development studies, management, public administration,
    human resource management, organizational development or related area.
  • At least seven years’ practical experience and a demonstrated track record of achievement
    in the support and/or management of development programmes (experience in governance
    sector programmes or grant-making programmes preferred).
  • Advanced organizational/management skills (organization, prioritization, coordination,
    delegation, consultation).
  • Leadership skills and demonstrated competencies in team building and management.
  • Track record in successfully working across teams and organizational boundaries to
    champion and facilitate change.
  • Conversant with relevant corporate performance management tools.
  • A strong communicator, having the necessary inter-personal skills to advise and facilitate
    effectively within the DGF.
  • Fluency in English and strong writing skills.
  • Experience in a multi-cultural environment.
  • Extensive expertise in a minimum of two of the following areas: human resource
    management, organizational development, monitoring and evaluation, management
    information systems, communications and knowledge management, and organizational
    systems and processes, in order to support and manage the designated direct reports.
