Danish Refugee Project Manager - Livelihoods Jobs in Nigeria



DRC has been operating in Myanmar since 2009 and currently implements humanitarian and development programmes in Rakhine, Kachin, Northern Shan and Kayah States. The overall programme objective is the promotion and protection of durable solutions for vulnerable conflict and disaster-affected people, IDPs and returnees. DRC’s work is based on humanitarian and protection principles.

The situation in Rakhine State has been made even more challenging and complex with the ongoing refugee crisis that started in August 2017. This will require an even more principled and innovative approach to livelihoods programming.


The ongoing unrest, displacement, segregation and endemic underdevelopment all compound the usual challenges. DRC activities target IDPs, as well as other vulnerable populations from all communities living in host and isolated villages.


DRC focuses on skills and market linkages for youth, small and medium enterprise development, informal financial services, community driven development and Disaster Risk Reduction to protect and promote early receovery. DRC’s current donors include AusAid, USAID, EU, UN agencies, the LIFT fund and other private donors.


DRC is active across a broad spectrum of sectors including; CCCM, General Protection, Child Protection, GBV, Livelihoods, and WASH in Rakhine State. DRC also responds to frequent natural disasters in the State, including flooding, landslides, and cyclones.


Responsibilities


  • Provide leadership to Livelihoods team members as delegated, developing and enhancing the quality of the livelihood prorjects implemented by DRC Myanmar with particular attention given to the GIZ funded Skills development for youth project and the LIFT funded Technical and Vocational Training (TVET) for Youths in and Out of camps, as well as any similar projects which DRC has in future, in Central and Northern Rakhine State
  • Work closely with other DRC sectors to ensure a holistic approach
  • Proactive coordination with other livelihood actors including consortia partners, notably Norwegian Refugee Council. Take a lead on technical and project-level aspects of consortium coordination
  • Proactive coordination with the Livelihoods sector, TVET working group, UNDP, MIAG (Northern Rakhien State), national authorities, and other relevant actors in Rakhine State
  • Develop and lead needs assessments around feasible solutions for IDPs and villages in terms of livelihoods and social cohesion focusing on TVET and entrepeneurship
  • Build on the vocational training curricula, opportunities and expertise within the DRC program to enhance economic opportunities, with a particular focus on youth and women
  • Oversee the
    management of the livelihood programming budgets and grants
  • Develop and monitor programme logframes and indicators
  • In collaboration with the MEAL team, ensure the quality of the monitoring, evaluation and learning process for the Livelihood Program as well as strengthening the effort to document the impact of its activities
  • Ensure compliance with DRC logistics, finance and HR procedures


    Requirements


  • A minimum of 3 years’ livelihoods experience in displacement-related contexts, preferably some experience in camps / camp-like situations
  • A minimum of 2 years project management experience at a senior level
  • A university degree in international development, business, economics or similar
  • Strong experience in livelihood support, including Market oriented skills devt, small-business support and development, rural financial services and Community Driven Development
  • Experience of managing a livelihood project portfolio across different donors and project sites
  • Experience of project cycle management including proposal writing, budget monitoring, monitoring and evaluation, and reporting
  • Experience of managing and leading a team of livelihood staff and coordinating with other sectors and support departments
  • Solid experience in participatory approaches and facilitation skills
  • Strong interpersonal communication and writing skills
  • Ability to work both independently and as part of a team
  • Experience in training and capacity building of local staff
  • Cultural sensitivity and adaptability
  • Professional fluency in English
  • Experience of data management and the creation of databases
