Job Description

Introduction

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.

The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall purpose of the role:

Under the direct supervision and technical support from the Supply Chain team leader the warehouse Officer will be responsible for receiving and release of materials as per DRC rules and regulation and the general management of the warehouse.

The position holder is expected to work smoothly and with integrity among program, finance and logistics team.

Responsibilities

Technical Management

  • Stock and asset management
  • Ensure the DRC warehouse is managed according to DRC warehouse standards and records are kept for audit
  • Responsible for providing necessary support in case of discrepancies and/or poor quality in shipments and to perform dialogue with suppliers for solutions.
  • Responsible for controlling and to keep enough records of any transactions and movements of products in the warehouse.
  • Assist and support the Warehouse Management to calculate adequate warehouse space needed for future deliveries.
  • Responsible for the timely, physical & proper handling and control of receipts, movements and outgoing deliveries,
  • Daily track & trace and updating of any records related and that no goods leaves the warehouse, or no transactions are performed without formalized pre-approval.
  • Must ensure adequate space for storage of goods and proper daily management and 24hr security of the physical warehouse.
  • To inspect & receive all stores as per the PO and issue/release all stores by following DRC Ware housing standard procedure.
  • To keep all stores in traceable, countable, neat and well protected manner, Ensure the wellbeing of the store.
  • Organize, facilitate and give direction to implement and use updated warehouse documents for all staffs.
  • Update the programs on expiry of the products and ensure disposal of any deteriorated, obsolescence and/or damaged stores by adhering the office procedure.
  • Continuous update the program with stock balances maintaining and fix re-order point to amputate any runout of vital consumable, fast moving stores like fuel, tonner, paper etc.
  • To oversee and follow fast moving stores by injecting internal controlling mechanisms particularly fuel for all motorized assets.
  • Ensure 100% security of the warehouses and the commodities
  • To check waybills /delivery notes against physical quantity
    and quality.
  • To enter all goods into bin cards and daily update the bin cards and stock report.
    Organization of warehouse stocks with regards to efficiency, access, security and hygiene and to ensure adherence to health and safety policy.
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
  • To ensure goods are stored correctly with the right stacking height so that their condition is maintained.
  • To ensure common safety and security procedure and protocol pertinent to warehouse.
  • Organise the loaders and ensure that materials are handled properly, prepare payment with the agreed rate.
  • Supervise and maintain simple and strong internal controlling mechanism for the movement of stock. (warehouse distribution, destination of stock)
  • Organize and keep updates of the fixed assets documents ensuring that all project assets are well tagged, and register updated regularly
  • Report on the quality report for the line supervisor that can give Smart feedback for the supply chain of the office in general.
  • Jointly responsible with the Inventory Management to ensure that all records are timely and accurately updated take monthly inventory of the office.
  • Documentation of all warehouse document in chronological transparent, auditable manner

    Job Requirements

    Experience and technical competencies: (include years of experience)

  • Knowledge of generic procurement procedures and practices, NGO experience advantageous.
  • Familiarity with major donor and local regulations
  • Four years’ work experience in procurement,
  • Strong sense of personal integrity
  • Competent use of PC especially spreadsheets.
  • Full proficiency in Microsoft Office, including Word and Excel.

    Education:

  • Degree/Diploma or Relevant qualifications in logistics or Business management another relevant field.

    Languages:

  • Excellent English skills both spoken and written. Knowledge of Somali, an advantage.
