The Project Manager – Shelter is responsible for managing the successful implementation of CRS's shelter activities in Bidibidi and Kyangwali Refugee Settlements.
S/he will work closely with the shelter and settlement technical officers, the community engagement officers and target communities to ensure the implementation of owner-driven shelter programming.
S/he will provide the technical leadership and oversight to ensure quality implementation of CRS' shelter interventions and adherence to CRS, UNHCR and OPM approved shelter standards.
Key Duties and Responsibilities:
• Ensure project participants are consulted and their views taken into consideration in owner-driven shelter activities;
• Ensure all CRS shelter activities comply with relevant local, national and international standards and regulations, and agency best practices and comply with the “Do No Harm” principles;
• Lead shelter project operations and supervise shelter project staff, manage the technical and financial components of the shelter and settlement project;
• Maintain the detailed implementation plan (DIP) in accordance with the agreed Homes and Communities platform strategy to ensure successful outcomes;
• Prepare and monitor shelter project spending against the Homes and Communities shelter budget;
• Evaluate and process payments for contractors following payments terms as stated on contract;
• Ensure technical staff field reports are done, maintain a filing system for project documentation. Ensure documentation of all related activities in soft and hard copies like daily activity report, weekly report and construction checklist;
• Oversee the selection and verification of shelter project participants, based on approved criteria;
• Ensure close collaboration with the procurement and logistics process for materials and equipment required by the shelter and settlement activities;

• Ensure close collaboration with finance department for cash distributions required for owner-driven shelter activities;
• Lead thinking around scaling-up owner-driven construction over time in line with the Homes and Communities vision (e.g. what is non-negotiable in terms of quality control, community training, markets, policy, etc.), whilst keeping in mind the specific situation of the most vulnerable within the community and the community dynamics, in close collaboration with the Gender and Protection Mainstreaming Officer, Community Engagement Project Manager and the Markets and Livelihoods Technical Advisor;
• Work closely with Homes and Communities team to ensure shelter activities feed into the larger Homes and Communities strategy in both settlements through case management;
• Work with the Gender and Protection Mainstreaming Sr. Project Officer and the Advocacy and Inclusion Sr. Project Officer to ensure protection and environmental issues are fully considered throughout the project cycle with women, elderly, most vulnerable being included in decision-making for all shelter issues;
• Promote safety-driven construction practices through regular visits to project site to ensure safety initiatives and compliance by construction crews;
• Work closely with Gender and Protection Mainstreaming Sr. Project Officer to ensure project participants and local construction crews understand CRS' Code of Conduct and apply its values in their daily work;
• Monitor and report project progress against the DIP and project performance indicators as required by the project agreement and project team;
• Monitor project interventions through on-site visits to assess and validate the implementation of the approved project plan, conduct financial review and identify possible problem areas and implement solutions;
• Using the CommCare ICT platform, maintain a properly documented listing of identified program participants and ensure CommCare construciton monitoring is up to date;
• Facilitate routine project monitoring and evaluation in consultation and the MEAL team.
• Liaise with key non-government organizations (NGO) and national, provincial and local government, as well as shelter task-force
teams and workshops, technical committee meetings and coordination groups as necessary;
• Provide regular updates on progress, priorities and constraints - verbally and in writing to the Yumbe Head of Office/Kyangwali Emergency Coordinator, Homes and Communities Program Manager, Shelter and Settlement Program Manager for sharing with CRS Senior Leadership Team.
• Represent CRS in discussions or meetings with government, non-government and UN agencies, cluster systems.
• Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports ;
• Ensure that supervised staff are aware of the Strategic Change Platform Homes and Communities and the grander CRS Vision 2030. Empower team to take action to contribute to the vision and influence hypothesis within their scope of work
• Contributes in collecting good practices, case studies for documentation, evidence-building and demonstration alternative solutions and designs that can reach scale.
• Pilot alternative solutions and processes for families to attain a safe dignified home.
• The ideal applicant for the Catholic Relief Services (CRS) Project Manager – Shelter job must hold a Bachelor's degree or higher in engineering, architecture, project management or relevant field of social sciences;
• At least five years' experience in project management, preferably in emergency context.
• Proven ability to build/work in a team and to manage and motivate personnel drawing on individual skills to advance agendas and problem solving;
• Proven experience in community development, community mobilization or similar self-help initiatives and a desire to maximize integration of program delivery preferred;
• Interest in and ability to build capacity in implementing teams and local community bodies with a focus on community participation;
• Ability to analyze and interpret administrative reports, technical procedures and government regulations to guide project implementation;
• Ability to write reports and procedure manuals and effectively present information and respond to questions from CRS senior management;
• Fluency in English (both oral and written skills) required;
• Proficient in MS Office applications (Word, Excel, Outlook- and ideally MS Project);
• Languages: Knowledge of the local languages spoken by South Sudanese and host communities living on or near Bidibidi settlement
