Consultancy Summary

  • The need to better understand the levels and skills of the national NTD program has been expressed by the MOH and partners to understand gaps. This requires assessing the numbers and skills mix as well as coordination with both the focal points at the national level in supporting these efforts. Ascend plans to support the national NTD programing undertaking a human resource capacity assessment in the country which will later be used by MOH/HR department to influence decisions

  • The ultimate goal of the assessment is to ensure that the national and regional NTD program are sufficiently resourced to support the implementation of NTD interventions by identifying gaps in NTD skills and working towards increasing the competencies and capacity of the staff. In addition, this aims to ensure that efforts are made to increase by deploying or redeploying relevant staff in NTD endemic regions.

  • The NTD program central human resource capacity assessment will focus on;

  • To assess utilization of staffs skill and capacity in the implementation of the minimum health care package for NTDS.

  • To identify staffing gaps at all levels (National and NTD endemic districts).

  • To make recommendations for HRH related issues including staffing structure at the national and district level and retention options that include incentives.

  • To identify and mitigate the challenges relating to the management and development of central HRH.


  • To assess the NTD HR requirements at: Central level, District level, Sub-district level, Front line health facility level and Community level.

  • To identify staffing gaps at the various levels based on an ideal required HR structure for effective NTD program delivery

  • To assess current capacity/skills and utilization of the available HR in the current structure for implementation of the minimum health care package for NTDS

  • To make recommendations for a staffing structure and the required re-organization at each level

  • To outline optimum incentives for Community Health Workers in Uganda basing on the currently recommended incentives

    Responsibilities and Duties

  • Work with the NTD program at the national level to coordinate planning meetings, including liaising with head of the NTD program and team, ASCEND Country Lead, and other relevant MOH departments of personnel, department of planning and budgeting as well as other partners.

  • Engage the NTD program team and all partners in developing the assessment methodology approach

  • Carry out relevant literature and desk review

  • Develop the assessment data collection tools

  • Convene a meeting
    to validate the data collection tools with the NTD program unit and ASCEND teams

  • Train the NTD program data collection team

  • Coordinate the data collection process and synthesis

  • Draft the preliminary report and include the HRH and skills data analysis with costs associated and recommendations

  • Convene meeting that is led by the head of the NTD program and attended by all other relevant partners to validate the preliminary findings and review of the initial draft of the report.

  • Incorporate inputs from the validation meeting

  • Develop a final report of the assessment with clear costs and recommendations

  • Present the final report to the NTD program unit and all stakeholders


  • The consultant will work and collaborate with the ASCEND Uganda country Lead on a day to day basis and the NTD program head.

  • The consultant will engage multiple NTD program staff, stakeholders, and ASCEND HSS Lead in the drafting process.

  • The consultant will enter into a contractual agreement with ASCEND Lot 1 project through Crown Agents and will report to Uganda Country Lead for both technical and administrative requirement or its delegated authority.

    Qualifications and Requirements

  • More than 10 years’ experience and expertise in the development of human resources for health policies and plans with a Master’s degree highlighted above or more than 5 years’ experience in human resources for health, health policy, planning and health economics with a PhD.

  • Experience in conducting HRH and capacity assessments.

  • Previous work experience in developing HRH policies and costing the HRH policies.

  • Previous work working in the public health sector and the Ministry of Health will be an added advantage.

  • Good use of excel or other databases.

  • Excellent writing skills (Evidence of reports and publications.


  • Good command of English, written and spoken.


  • Good interpersonal skills, presentation skills, demonstrate the ability to work under pressure.
