Position Summary:

Creative seeks a Senior Technical Advisor for the anticipated five-year USAID Integrated Child and Youth Development Activity in Uganda.

The project seeks to improve children and youth learning outcomes while ensuring that children and youth are safe and healthy in their community and learning environments.

The project will address primary school retention, strengthen systems and will use local partnerships to achieve results.

The Senior Technical Advisor makes operational decisions and manages the various technical components of the program, including sub-awards.

The Senior Technical Advisor works closely with the Chief of Party, other program team members, and external stakeholders, to ensure the program achieves results.

Reporting & Supervision:

This position reports to the Chief of Party.

Primary Responsibilities:

  • Provide technical oversight and expertise to ensure the fulfillment of project deliverables;
  • Regularly interact with local partners, private sector, and other humanitarian and development organizations to enable effective collaboration and cooperation across the Contractor teams;
  • Manage performance and provide mentoring, coaching and training to staff;
    Provide strategic support and technical leadership for all components of the activity;
  • Build relations with key stakeholders, and actively collaborate with the USAID/Uganda mission to effectively support program implementation and address operational and programmatic questions and challenges;
  • Demonstrate an understanding
    of current best practices and disseminates key learnings to relevant stakeholders;
  • Effectively apply the USAID Collaborating, Learning, & Adapting (CLA) approach to promote innovation, improved methodologies, and project implementation;
  • Ensure that results-oriented program components produce high-quality deliverables, and maintain relevant and timely reporting;
  • Manage partners to ensure they deliver quality services on schedule;
  • Ensure cohesion between the various components and activities; and
  • Meaningful engage in technical meetings as required.

    Required Skills & Qualifications:

  • A minimum of a bachelor’s degree or equivalent in education, health, international development, other social sciences, or relevant field;
  • At least eight (8) years’ experience, six of which must include technical issues related to education (early grade reading programs preferred) and/or health development work;
  • At least six (6) years’ experience in program management, with a strong management;
  • Prior knowledge of and experience with USAID-funded education; health programs; PEPFAR programming (especially OVC and/or DREAMS) experience preferred;
  • Knowledge of evidence-based practices to support children and youth affected by HIV/AIDS, systems strengthening, case management, violence prevention and child welfare; Uganda-specific knowledge preferred; and
  • Professional level written and oral English required.

    Desired Skills & Qualifications:

    Experience in Sub-Saharan Africa and/or Uganda.
