  • The job holder will develop, review and consolidate finance policies, procedures and programs to enhance performance at the Institute.

    Key Responsibilities / Duties / Tasks

    Managerial / Supervisory Responsibilities

  • Participate in the formulation /review of the strategic plan

  • Collect, analyses and maintain data on performance in addition prepare IHRM performance reports.

  • Spearhead the performance contracting process for the institute

  • Develop project proposals, identify and liaise with the Public/Private partners for development/funding of strategic projects

  • Prepare and consolidate Institute budget and expenditure plans for Council approval

  • Develop work plans and budgets for the Department for approval

  • Oversee the execution of the approved department work plans and budgets

  • Prepare and submit financial reports to the Council and other statutory bodies

  • Oversee performance management in the department

  • Prepare and submit all monthly, quarterly and annual reports for the Institute

  • Prepare a draft board management papers for approval

  • Identify training needs for the department staff

  • Participate in the recruitment of staff within the department

  • Participate in the development and review of the Institution’s strategic plan

  • Identify procurement needs of the department

  • Mentor and coach departmental staff

  • Participate in various committees in the Institution

    Operational Responsibilities / Tasks

  • Advise the Institute on financial viability of proposed investments.

  • Ensure financial reports are prepared and submitted in compliance with the Institute’s requirements and required professional standards.

  • Manage all financial relationships with external agencies

  • Assist in operations and other related functions within the Institute’s business.

  • Ensure sound corporate governance by identifying risks and developing and implementing proper financial controls in order to minimize those risks.

  • Spearhead formulation, implementation, maintenance and review of sound financial policy systems and procedures to sustain the Institute.

  • Develop systems for the effective and efficient management of financial resources

  • Ensure timely and accurate reporting and analysis in order to aid management decision making.

  • Ensure efficient revenue collection, disbursement, accounting and reporting.

  • Coordinate and lead the annual audit process, liaise with external auditors and the finance and HR committee of the board and assess any changes necessary.

  • Prepare short and long-term financial forecasts for use by internal management

  • Ensures compliance to tax laws

  • Preparing budgets and periodic financial performance reports for presentation to the Board of Directors.

  • Provide team leadership, development and coaching to staff in the finance and administration function.

  • Oversee the protection of the Institute ’s assets

  • Liquidity management, planning and forecasting.

  • Contribute to the achievement of the Institute’s business objectives by providing advice and guidance on financial strategy.

  • Respond to auditors comments concerning finances and operations and oversee required action to address deficiencies

  • Approve the chart of accounts and maintain commitment controls

  • Monitor institutes expenditure and recommend corrective actions as necessary

  • Responsible for physical assets assigned by the institution;

  • Makes strategic, operational and financial decisions for the department

  • Plans the work of direct/indirect reports.

  • Assigns work to direct/indirect reports.

  • Monitors direct/indirect reports work performance.

  • Appraises/evaluates direct/indirect reports performance

    Working conditions:

  • Work predominantly within the office with minimal travel to regional offices

  • Located in a busy office with constant interruptions and must meet other staff on a regular basis

  • Spends long hours in intense concentration

  • Long hours on computer conducting financial analysis and preparing detailed reports which requires attention to details and high level of accuracy

  • Must meet several deadlines and has to manage a number of requests and situations at one time.
    Tight deadlines

  • Makes financial decisions whose impact can adversely affect the Institute and face grave consequences

  • Custodianship of finances which requires high level of safety and security resulting in to high risk taking and responsibility.

    Job Competencies (Knowledge, Experience and Attributes / Skills)

    Academic Qualifications

  • Bachelors degree in any of the following disciplines:- Commerce (Accounting option); Commerce (Finance option); Business Administration (Accounting option), Mathematics, Economics or equivalent qualification from a recognized institution;
    Masters Degree from a recognized institution is an added advantage.

    Professional Qualifications / Membership to professional bodies/Chapter Six of the Constitutions

  • Certified Public Accountants (CPA) Qualifications; Certified Chartered Accountants (ACCA), or equivalent qualification from a recognized institution

  • Registered with the Institute of Certified Public Accountants of Kenya (ICPAK);

  • Must be conversant with Public sector accounting.

  • Computer proficiency course from a recognized institution;

  • Qualifications in CHRP is an added advantage

  • Meets the provisions of Chapter Six of the Constitution

  • Previous relevant work experience required.

  • Served for at least twelve (12) years and (3) years served in the grade of Assistant Manager, Finance and Accounts in the public service or a comparable position in a large and reputable organization.
