Job Description

  • The Communications Authority of Kenya (CA) is the regulatory authority for the ICT industry in Kenya with responsibilities in telecommunications, e-commerce, broadcasting and postal/courier services.

  • CA is also responsible for managing the country’s numbering and frequency spectrum resources, administering the Universal Service Fund (USF) as well as safeguarding the interests of users of ICT services.

  • The Authority is seeking to recruit a highly competent, proactive and self-driven individuals to fill the following position: Director Frequency Spectrum Management - JOB GRADE - CA3 (REF: CA/DFSM/HCA2021)

    Key Responsibilities

    Reporting to Senior Director/Licensing, Standards and Frequency Management, the duties and responsibilities of this position shall entail:

  • Providing advisory services to CA management and Board on all matters pertaining to frequency spectrum management;

  • Managing the utilization of radio frequency spectrum resource to ensure maximum efficiency and optimal utilization;

  • Undertaking radio frequency spectrum planning, taking into account the need to facilitate new and emerging technologies;

  • Undertaking frequency spectrum assignment in accordance with the prescribed policies and guidelines;

  • Maintaining a database pertaining to the radio frequency technical information;

  • Articulating and presenting national positions on frequency governance issues at regional and international fora.

    Minimum Qualifications and Experience

    The successful applicant should meet the following specifications: -

  • A minimum period of twelve (12) years in relevant work experience and at least four (4) years in management role in a position in the Public Service or Private Sector;

  • Relevant Bachelors degree in Electrical /Electronic /Telecommunications Engineering, Commerce, Economics, relevant physical sciences or any other related field from a recognized institution;

  • Relevant Masters degree in Electrical /Electronic/Telecommunications Engineering, Commerce, Economics, Business Management, or any other related field from a recognized institution;

  • Management course lasting not less than four (4) weeks from a recognized institution;

  • Member of a relevant professional body and in good standing,
    where applicable;

  • Proficiency in computer applications;

  • Fulfill the requirements of Chapter Six of the Constitution of Kenya 2010.

    Documents to be Submitted

  • Tax Compliance Certificate from the Kenya Revenue Authority (KRA)

  • Certificate of clearance from the Higher Education Loans Board (HELB)

  • Certificate of good conduct from the Directorate of Criminal Investigations (DCI) and

  • Duly filled and stamped Self Declaration /Clearance Form from the Ethics and Anti-Corruption Commission (EACC).

  • The Self-Declaration form from Ethics and Anti-Corruption Commission (EACC) should indicate the position of “Director/Competition Management” for Communications Authority of Kenya.
