Program Overview

Each year, an estimated 112,000 children in Uganda will have hypoxemia or low levels of oxygen in the blood.

Without appropriate treatment, it is estimated that up to 30,000 of these children will die. Hypoxemia is a life-threatening condition, correlated with disease severity, and increases the risk of death by up to 5.4 times.

Access to oxygen is essential in a health system, and oxygen therapy is required across a wide range of conditions, including pneumonia, sepsis, malaria, obstructed labor, and birth asphyxia.

Availability of oxygen varies significantly, and is often complicated by inadequate provider knowledge on administration of oxygen therapy, scarcity of equipment, and where available, it is often non-functional.

Newborns and young children are especially vulnerable; ~20% of neonate admissions and ~13% of pediatric pneumonia cases require oxygen therapy.

CHAI supported the government of Uganda to develop the oxygen scale up plan and helped prioritize actions for immediate attention.

Some of the priorities identified include strengthening providers’ capacity to manage hypoxemia, ensuring continued functionality of the oxygen equipment though proper repair and maintenance; improving the distribution of oxygen leveraging off the newly constructed plants and sustainable financing for distribution.

With funding from ELMA and Bill & Melinda Gates Foundation; CHAI will support the government accelerate implementation of the prioritized activities outlined above; in a scalable and sustainable way.

Position Description

Under the supervision of the Program Manager, the Senior Associate will provide lead the design and implementation of a sustainable financing and distribution system for Oxygen to expand access to treatment of Hypoxemia in Uganda.

CHAI is seeking a motivated and mission oriented individual with strong analytic, problem – solving and cross-cultural communication skills.

This individual should have strong business intelligence skills and analytics experience, a good record of accomplishment of project delivery in a results focused environment and first-hand experience in building sustainable financing and supply chain systems.

The Senior Associate should be experienced
at presenting data and messages powerfully through written documentation and presentations; working collaboratively in a fast paced, multi-cultural environment and functioning independently with minimal guidance.

Responsibilities

  • Lead the scoping, design and buy in for sustainable distribution and financing models to improve oxygen access for management of hypoxemia
  • Develop tools and lead the resource mapping exercise to establish resources currently available for scale up of the national oxygen scale up plan
  • Design an investment case for additional resources for scale up of oxygen distribution in Uganda using information from the resource mapping exercise.
  • Diagnose supply – and demand- side service delivery bottlenecks and develop interventions for improvement
  • Work with Ministry of Health , Regional Referral Hospitals (RRHs) and partners to design a hub-and-spoke supply chain model for oxygen distribution
  • Support the Ministry of Health, National Medical Stores and others to prepare and implement realistic distribution plans which will ensure that oxygen equipment and consumables are distributed adequately and appropriately used
  • Scope opportunities for public private partnerships to tap into the commercial viability of the sale of excess oxygen, strengthen systems for oxygen cylinder provision
  • Lead collaborative efforts between facilities and in partnership with Biomedical Engineer experts to ensure repair and maintenance of oxygen, equipment is adequately performed.
  • Work with the Program Manager to ensure steady supply and access to high quality diagnostic devices, consumables and cylinders.
  • Perform any other duties assigned.

    Qualifications

  • Bachelor’s degree in business, statistics or a related field
  • At least 3-5-years of working experience in in a demanding results driven environment, with increasing levels of responsibility and leadership.
  • Demonstrated experience managing complex projects involving multiple teams, including priority setting, planning, budgeting, performance review and management; and influencing with limited authority
  • Advanced proficiency in computer packages such as Microsoft Office: Excel, PowerPoint, and Word. Experience with statistical analysis packages such as STATA , EPI info etc.
  • High emotional intelligence, patience and thoughtfulness even in high-pressure, stressful situations
  • Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills
  • Demonstrated capacity to synthesize data into an effective presentation of results for a variety of audiences
  • Excellent communication and presentation skills
  • Exceptional time-management, with an ability to manage multiple tasks under tight deadline
