CHAI is currently expanding the focus of its HIV/AIDS access work and applying the techniques it has used successfully to improve access to HIV/AIDS and malaria treatment in developing countries to achieve the same for HIV prevention.

Recent breakthroughs in HIV treatment and prevention research have created unprecedented opportunities to curb new HIV infections, save lives, and reduce the global investment required for the HIV response. The HIV epidemic is already being affected by the use of existing biomedical tools; however, limited global resource envelope and increasing rates of infection in high-risk populations present challenges to HIV prevention. With continued advances in biomedical prevention expected, CHAI sees now as the time to act.

CHAI’s prevention work will strive to ensure that people in need of HIV prevention options can access the best quality tools and medicines at affordable and sustainable prices, as rapidly as possible.

To achieve this, the team will support ministries of health in Sub-Saharan Africa. Globally, the team will interact with donors, manufacturers, multilateral agencies and other partners to identify and implement necessary market-based interventions.

The team will also support next generation product development at all stages.

CHAI is seeking a dynamic, results-oriented individual with strong quantitative and analytical skills to support with the implementation of National Department of Health (NDoH) HIV prevention programme scale up.

Candidates must have excellent communication and writing skills, be able to function independently, be extremely self-motivated and have a strong commitment to excellence.

The Associate will provide support both strategically and analytically.

Responsibilities

The Associate will be based in Pretoria and report to the HIV Prevention Programme Manager. S/he will:

  • Manage combination prevention monitoring and evaluation (M&E) processes, starting with oral PrEP, including oversight of monthly data collection, analysis, and reporting/presentation internally, to government and other partners, and donors.
  • Additionally, the Associate will engage strategically on M&E and provide guidance as required.
  • Support NDoH in all aspects
    of combination prevention strategy, planning and implementation, including policy and guideline development and review.
  • Engage with NDoH on the She Conquers Campaign, as it relates to combination HIV prevention, and in particular on items related to M&E and quarterly/annual reporting.
  • Support NDoH in the preparation of workplan(s) and budget(s) for HIV prevention programmes, including identification of funding gaps and additional resources via various modeling outputs.
  • Participate in working group(s) to support evidence generation for implementation of PrEP and other combination prevention interventions among at-risk populations so that NDoH can make evidence-based decisions.
  • Ensure that the annual CHAI work plan and all quarterly and routine reports are delivered on time and with high quality.
  • Develop strong working relationships internally and externally and represent CHAI as a trusted advisor to key stakeholders in government, international partners, donors and NGOs, and ensure maximum coordination of resources and effort.
  • Perform other tasks as necessary.

    Qualifications
  • A minimum of a Bachelor’s degree;
  • A minimum of 3-5 years professional experience in a private or public sector setting with increasing levels of responsibility and experience;
  • Strong analytical skills and technical proficiency with MS Excel and PowerPoint including attention to detail (analytical skills and proficiency levels will be tested during recruiting process);
  • Demonstrated ability to multi-task, be effective in high-pressure situations and adapt to fastpaced and changing environments with a strong commitment to excellence, both internally and externally, and with limited structural support;
  • Demonstrated ability to work independently on complex projects and solve challenging problems with limited structural or operational support;
  • Strategically minded, able to think creatively around long-term programme objectives and the detailed steps necessary to achieve these goals;
  • Excellent organisational and problem solving skills;
  • Excellent verbal, visual and written communication skills;
  • English language fluency, both written and verbal.

    Advantages:

  • Previous work experience in public health and/or similar private sector enterprises;
  • Experience working within demanding work plans and tight budgets;
  • Ability to function well in a multi-disciplinary team (CHAI South Africa’s programmes share common targets and indicators);
  • Knowledge, experience and interest in innovative financing approaches for low- and middle-income countries;
  • Experience with and/or interest in shaping national health policy decisions.
