Child Rights Governance - Programme Coordinator Jobs in KenyaRole Purpose The Regional Programme Unit’s overarching goal for the period 2019 – 2021 is to ensure regional accountability for child rights, with the aim that children in the East and Southern Africa Region (ESAR) are safe and protected.
This provides leverage so that the rights of children are respected, protected and fulfilled by African governments where SCI has a presence in the region.
It supports and strengthens the work of Save the Children in our countries of operations.
Country offices in turn provide the basis on which to respond and articulate the needs of children.
This role requires the ability to steer a multiplicy of agendas across different geographies, themes, partners and country offices.
It also requires a strong ability to interact within a matrix structure and especially with the technical, finance and awards teams.
Key Areas of Accountability
Steer the delivery on time, on budget and with compliance and quality of award activities and outcomes: Specifically:
Develop the capacity of partners to be a meaningful voice in defending the rights of children in national and supra national institutions.
Support civil society, individuals and children to meaningfully engage and advocate for children’s rights within various child rights accountability mechanisms including the UNCRC Committee, ACERWC and UPR.
Support increased access to information and participation in the media of children to empower them to be active citizens.
Support the development of standardized guidance on strengthening child rights institutions.
Support the establishment and strengthening of regional networks to create spaces for children to participate in governance processes including strengthening dialogue between child-led organisations and National
Human Rights Institutions (NHRI’s) and strengthening child participation in good governance processes.
Support CSO’s to advocate for child sensitive social protection systems.
Support individual, civil society and child-led complaints to independent child rights institutions
Support the monitoring of the realization of civil rights and freedoms (birth registration, child led initiatives, freedom from cruel and degrading treatment).
Support engagement of children in the media and child led media coverage.
Support engagement of children with election processes in East and Southern Africa.
To strengthen the capacity of civil society to effectively engage on resource mobilization, taxation and expenditure in order to advance the investment in children’s agenda in Africa.
Relationship management with partners
Responsible for the identification of partners and assessment of capabilities under the technical leadership and close collaboration of the Organizational Capacity Development (OCD) specialist.
Responsible for joint planning and ongoing relationship with partners as well as follow-up of agreements with partners.
Receive and assess financial and narrative reports as well as audit reports.
Provide feedback to partners based on agreed outcomes and principles to ensure achievement of objectives.
Monitor and evaluate implementation of partner projects through site visits, participation in activities and meetings and in undertaking formal evaluations.
Contribute to the design and implementation of individual OCD plans and strategies of partners with the OCD specialist .
Organize partnerships meetings and different fora for continuous partner learning and development.
Provide technical support and relevant linkages to partners as they implement activities to ensure quality programming.
With support from the CRG manager ensure adequate risk mitigation measures are put in place by partners to address CSG, PSEA and Sexual Harrassment risks.
Ensure sound MEAL and quality programming processes are embedded within partner programming systems including QBs, indicator tracking systems and learning mechanisms.
Develop annual work plan with input from partners to be approved by SPM-CRG
Contribute to the long-term strategic planning of the programme.
Monitor activities against plan and budget highlighting any significant deviation from plan and making recommendations on corrective measures to the CRG Manager.
Provide inputs for the quarterly and annual reports as required.
Prepare reports and other information to external donors as required.
Gather and collate monitoring data.
Contribute to internal and external evaluations.
Responsible for implementing and monitoring the programme budget
Contribute to the development of the annual budget for the thematic programme on Child Rights Governance.
Monitor the implementation of the agreed budget and propose remedial action should significant variation arise.
Liaise with country offices to ensure that regional activities are aligned with national level work.
Portfolio Development, Advocacy and Analysis
Analyse the outcomes of the programme and changes in the external operating environment and incorporate findings in to the ongoing development of the programme.
On a continuous basis analyse the external environment for civil society and the promotion of children’s rights and child rights programming in Southern Africa.
Develop and maintain external network of contacts, support and co-ordinate with other colleagues to ensure maximum impact regionally.
Propose research and learning needs required for achievement of objectives.
Support partners and the pillar in the formulation of the agenda for policy influence
Contribute to developing project proposals in collaboration with with PM, Awards and Finance

Bachelors degree in human rights law, law, international relations, political science, social sciences or other university education related to development and human rights.
Experience and Skills
At least 6 years qualified work experience similar to the tasks above.
Knowledge of and experience in working with children’s rights and human rights.
Experience in advocacy
Experience with working closely with Government, community groups, UN agencies, Regional Mechanisms and local and international NGOS.
Strong analytical and networking skills and ability to work in a team.
Excellent writing skills.
Experience in fundraising activities is beneficial
Understanding of and experience in project cycle management is beneficial.
