Chemonics International Inc., a US-based international development organization, seeks Institutional Development Specialists for the anticipated USAID five-year Integrated Child and Youth Development (ICYD) Activity in Uganda.

This activity will aim to improve youth learning outcomes (P1-P4 reading in local language and English), while ensuring that children and youth are safe and healthy in their community and learning environments.

Specifically, this activity will improve learning outcomes, address primary school retention, provide technical assistance to orphans and vulnerable children (OVC) service providers, and employ high-impact local partnerships to accomplish the activity’s objectives. This position will be based in Kampala, Uganda with intermittent travel throughout the country.

Responsibilities include:

  • Support ICYD’s efforts to build the institutional capacity of partner local organizations to evolve and transition to USAID prime awards;
  • Conduct institutional capacity needs assessments for a portfolio of local organizations and support the organizations to implement institutional development plans;
  • Serve as key point of contact for portfolio of partner local organizations and ensure quality control and responsiveness, along with the Institutional Development Advisor;
  • Assist in developing ICYD’s systems and procedures to ensure an appropriate foundation is laid
    for organizational sustainability for partner local organizations.

    Minimum Qualifications:

  • Advanced degree in international/local development, education, or health.
  • A combination of a Bachelor’s degree and the required number of years’ work experience may substitute for a Master’s degree;
  • Minimum five years successful experience working on institutional capacity development initiatives; 
  • Knowledge of USAID development tools such as Organizational Capacity Assessment (OCA) and Non-U.S. Organization Pre-award Survey (NUPAS);
  • Familiarity with financial, HR, and procurement systems development as well as sub-award management;
  • Knowledge of USAID regulations and PEPFAR reporting requirements;
  • Written and spoken English proficiency required;
  • Demonstrated leadership, versatility, and integrity.
