Chemonics International Inc., a US-based international development organization, seeks an Education Technical Director for the anticipated USAID five-year Integrated Child and Youth Development (ICYD) Activity in Uganda.

This activity will aim to improve youth learning outcomes (P1-P4 reading in local language and English), while ensuring that children and youth are safe and healthy in their community and learning environments.

Specifically, this activity will improve learning outcomes, address primary school retention, provide technical assistance to orphans and vulnerable children (OVC) service providers, and employ high-impact local partnerships to accomplish the activity’s objectives. This position will be based in Kampala, Uganda with intermittent travel throughout the country.

Responsibilities include:

In close collaboration with relevant program staff, the Education Technical Director provides overall technical oversight and guidance to program work related to: building on recent early grade reading (EGR) support to the Ministry of Education and Sports (MOES); addressing primary school retention through a combination of family, community, and school-based interventions; and delivering effective technical assistance and support to MOES and other public/private institutions to progressively transition EGR in-service training from donor support. The Education
Technical Director will:

  • Provide technical oversight of ICYD’s efforts to strengthen learning outcomes for children and youth;
  • Develop and oversee the implementation of ICYD’s EGR approach at scale, building from Uganda’s recent successes and addressing constraints to progress;
  • Contribute to the adaptation and/or expansion the Journeys curriculum to meet the needs of all target districts in HIV and violence prevention;
  • Provide technical oversight of ICYD’s efforts to improve school retention, including design of interventions intended to strengthen education subsidies, social welfare referral network strengthening, sensitization of caregivers, and teacher
    training;
  • Oversee strengthening of pre-service institutions to improve newly qualified teachers’ ability to increase student learning outcomes;
  • Work with the CLA Director to support collaborating, learning, and adapting (CLA) among counterparts to drive quality improvement in learning outcomes and school retention.

    Minimum Qualifications:

  • A minimum of a Master’s Degree in education, international development, or related field required; Master’s Degree in education policy, planning, curriculum development or reading instruction preferred;
  • A minimum seven years of experience in technical direction of international programming that works to improve early grade reading and/or primary school retention;
  • Prior experience with the development of, or overseeing the development of, early grade reading materials, teacher training programs, classroom monitoring protocols, and student assessments; experience with school-related gender-based violence and positive discipline training preferred;
  • A minimum five years of demonstrated excellence in a management position, including direct supervision and evaluation of professional staff/consultants and management and oversight of multiple concurrent project activities and deliverables;
  • Familiarity with Journeys curriculum for HIV and violence prevention, social welfare referral systems, and PEPFAR/OVC programming;
  • Excellent written and oral English abilities required;
  • Demonstrated leadership, versatility, and integrity.
