Chemonics International Inc., a US-based international development organization, seeks a Collaborating, Learning, & Adapting (CLA) Director for the anticipated USAID five-year Integrated Child and Youth Development (ICYD) Activity in Uganda.

This activity will aim to improve youth learning outcomes (P1-P4 reading in local language and English), while ensuring that children and youth are safe and healthy in their community and learning environments.

Specifically, this activity will improve learning outcomes, address primary school retention, provide technical assistance to orphans and vulnerable children (OVC) service providers, and employ high-impact local partnerships to accomplish the activity’s objectives. This position will be based in Kampala, Uganda with intermittent travel throughout the country.

Responsibilities include:

  • Coordinate, plan, and implement institutional learning activities supporting the achievement of Activity goals and objectives, such as special studies, pauses and reflection activities, after action reviews, briefings, and communities of practices, learning events and/or seminars;
  • Oversee all Monitoring, Evaluation, and Learning (MEL) tasks, ensuring that ICYD’s data processing environment is responsive to USAID and PEPFAR reporting and learning requirements;
  • Oversee all communications efforts to share programmatic approaches and collaborate where possible with key in-country actors, including other USAID/Uganda activities;
  • Develop tools and resources to create, capture, organize, translate, share, and apply
    knowledge to improve the project and build capacity for integrating and adapting to lessons learned and changes in project context.

    Minimum Qualifications:

  • Master’s degree in a relevant field (such as international affairs, communications, knowledge management, organizational development, or relevant discipline);
  • Minimum seven years of experience working in capacity building, management consulting, and/or organizational development, with at least five years of experience working on a USG-funded project;
  • Demonstrated experience with USAID’s CLA approach required;
  • Strong qualitative and quantitative skills with demonstrated experience in data collection, data analysis, data quality assessments, and performance monitoring, evaluation, and reporting of education, OVC, and health programs preferred;
  • Excellent written and oral English abilities required;
  • Demonstrated leadership, versatility, and integrity.
