Background

  • Afya Ugavi (AID-615-TO-16-00011) is a 5-year USAID funded supply chain Activity (Oct 2016 – Sep 2021) implemented by Chemonics International.

  • The Activity’s main purpose entails provision of technical assistance to address health commodity supply chain systems strengthening requirements for HIV/AIDS, Malaria and FP/RMNCAH programs at national and county levels.

  • The Activity is designed to improve performance in quantification, procurement, warehousing and distribution of related program commodities at national and county levels and ensure a high level of accountability and leadership towards improved service delivery.

    Afya Ugavi focuses on the health systems strengthening (HSS) key pillars which includes;

  • Access to health products and technologies. Enhancement of the capacity of national and county teams to do accurate forecasting, supply planning, budgeting, inventory management and reporting.

  • Strong governance structures with defined responsibilities – along with the Health Policy, establishment of a national Division of Health Products and Technologies (DHMPT) and health products and medical technologies units (HPMTUs) at county level for supply chain management.

  • Quality service delivery through safety of health products – support to existing systems for pharmacovigilance and advocacy for rational use of medicines.

  • An adequate, well-trained, health workforce – to ensure sustainability and encourage behavior change to the implementing staff.

  • Information management systems – robust systems with end-to-end data visibility of accurate, reliable, and timely commodity data for decision-making at national and county government level.

  • Financing – Support towards advocacy to the political leadership and support to county health budgets through proper quantification to support timely procurement and improved availability of medicines and medical products.

  • Activities are designed towards accelerating implementation towards the Journey to Self-Reliance (J2SR) concept introduced by USAID to foster sustainability and ensure that the supported activities continue in the focus counties after the transition of the AU Activity. In addition, the country has moved to implement the Universal Health Coverage (UHC) as a commitment towards a holistic systems approach to improving health systems performance. This is currently being implemented by the national government in 4 counties and is expected to expand to all the 47 counties nationally.

  • Afya Ugavi intends to advocate for an environment that enables commodity security through new and better policies for commodity management. This will entail support for systems strengthening for newly formed MOH/ Division of HPT to enhance operational efficiency. To achieve this objective Afya Ugavi plans to engage an organizational development expert (or consultant) to provide technical assistance to DHPT for a period of 6 – 8 months.

    Duties of the OD Consultant

  • The organization development consultant will be a counterpart to the head of Division of Health Products and Technologies at MOH.

    The objectives of the position are to support:

  • Reorganisation & establishment of division of HPTs into an effectively functioning division that can support HPT management particularly HPTs management and utilization and institutionalisation of quality pharmaceutical care) for effective delivery of universal health coverage (UHC).

  • Lead the implementation of the costed Institutional Development (IS) plan developed in 2020

  • Establishment & maintenance of
    effective liaison & collaborative working links in the Pharmacy & Commodities ICC with MOH technical departments, WHO, thematic groups, development partners and other key stakeholders in the implementation of supply chain strategies and in integration of priority pharmaceutical sector issues into mainstream MOH activities

    Terms of reference

    The OD consultant will ssupport & assist:**

  • In collaboration with Afya Ugavi, DHPT and other stakeholders provide leadership in the implementation of DHPT Institutional strengthening plan that was developed in 2020.

  • Effective coordination of the division of HPT core functions

  • Pharmaceutical sector reforms as integrated part of the national health sector policy and strategy - participate in the work of Pharmacy & HPTs Inter agency coordinating committees (ICC)

  • Development of HR, technical & managerial capacity for the effective implementation of HPTs supply chain management policies

  • Provide expertise or insights to complement existing staff resources

    Required Skills and Qualifications

  • The Organizational Development consultant will provide support and challenge to build the capacity of the division of HPT to work effectively and move strategically. The OD consultant will also be expected to challenge common assumptions and stimulate critical thinking. To perform this job successfully, the consultant must be able to perform each essential duty and responsibility satisfactorily. Specifically, in-country consultant will need to have established relationships with key stakeholders so that s/he can easily schedule meetings and ensure participation in workshops. Therefore, s/he needs to have deep local knowledge of Kenya health supply chain actors/processes, etc.

  • The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • 5 years’ of experience in organizational development. Experience in the public health sector will be an added advantage**

  • Experience with the development of strategic and implementation plans is highly preferred,**

  • Experience in complex consulting assignments involving multiple stakeholders,
    Post-graduate degree in organizational development, or a relevant discipline,

  • Familiarity or experience in working within USAID financial rules and regulations,

  • Proven ability to effectively represent activities and programs and engage partners, government counterparts, and funders,

  • Excellent analytical, interpersonal, written, and oral communication skills. Fluency in English is required,

  • Computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint, and Outlook.

    Period of performance

  • January 2021 to July 2021

    Level of Effort and Location

  • The location of assignment is Nairobi, Kenya with possible intermittent travel throughout the country.

    Supervision

  • The Consultant will report to the Supply Chain Director.
