Since its inception, CHAI’s programs have helped more than 11.8 million people in more than 70 countries have access to CHAI-negotiated prices for HIV/AIDS medicines, saving the global health community billions of dollars.

Background

In 2007, CHAI signed an MOU with the government of Uganda to provide technical assistance to the Ministry of Health and strengthen health systems. Since then, CHAI has worked hand-in-hand with the Ministry of Health to increase access to lifesaving pediatric HIV treatment by >400%; coordinate with private sector suppliers to lower costs and expand access to malaria drugs; pilot a point-of-care diagnostic technology, leading to scale up to >250 health facilities nationwide; introduce a new severe malaria drug which will save thousands of lives annually; and many other initiatives.

Currently, CHAI Uganda works with the Ministry of Health around HIV, malaria, childhood illnesses, laboratory systems and drug logistics

Purpose of the position

The Senior Associate, Laboratory Network Optimization s will work with the Infectious and Non-Communicable Diseases program to support the Ministry of Health implement and roll-out strategic interventions with a goal of attaining country targets.

In doing so, s/he will develop strong relationships with various teams within CHAI, as well as Ministry of Health (MOH), diagnostics manufacturers, and other external partners in other beneficiary countries.

The position will also provide over-arching support for optimizing existing resources and on-going capacity building to analyse and utilise diagnostic data.

Description

Working under the supervision of the Program Manager, Infectious and Non-Communicable Diseases, s/he will work with MOH to ensure the rapid scale-up and effective management of high-quality diagnostics for high burden diseases, focusing primarily on diagnostics for patients with living HIV.

The senior associate will work with Ministry of Health and CHAI country team across multiple disease areas, helping to optimize policies and processes, expand access to high quality diagnostics and ensure that MOH has adopted best practices in planning and implementation of testing programs.

The Senior Associate will support MOH in the implementation of both conventional, laboratory-based diagnostic products, scale-up of new, innovative POC products that bring diagnostics out of the laboratory and closer to the patient and broader testing network optimization.

The Senior Associate will lead the development of Uganda specific business and investment cases to facilitate; country level adoption and scale-up of new interventions, global negotiations with diagnostics manufacturers to lower prices, and with the development of new procurement strategies such as All-inclusive-pricing for purchase of commodities to enable sustained maintenance of equipment & programs.

Finally, the Senior associate will help develop the program’s market-shaping strategy for fostering competition in the country’s diagnostics programs. In doing so, the Senior Associate will develop strong relationships with various teams within CHAI, as well as Ministry
of Health, diagnostics manufacturers, and other external partners in the health space.

Responsibilities

  • Serve as a key advisor to Ministry of Health Uganda (MOH Uganda), CHAI country team, and in-country and global partners on the expansion of access to diagnostic testing, and the adoption of new diagnostic products and their integration into existing laboratory networks
  • Provide MOH, Uganda National Health Laboratory Services (UNHLS), AID Control Program (ACP), National TB and Leprosy Program (NTLP) and other programs with applied analytics support for decision making, including scenario modelling, cost-benefit analyses, and any other quantitative support required
  • Support MOH in the development of strategic and implementation plans for HIV diagnosis in adults and children, targeted at achieving Uganda’s 90:90:90 targets by 2020, focusing on HIV Diagnosis and EID (First 90), CD4 (Second 90), VL testing (Third 90), and integration of TB-HIV services
  • Support MOH to operationalize the country Early Infant Diagnosis (EID) implementation plan
  • Support the adoption of current and new diagnostic products and their integration into existing lab networks by MOH
  • Develop and share deployment models and strategies for how to maximize the impact of existing and new diagnostic technologies
  • Prepare impact analysis and build tools (forecasts, supplier allocation scenario analysis tools, work plans, key performance indicator registers etc.) to support MOH activities
  • Work with the program team, governments, and partners to identify funding for increased and sustainable investment in diagnostic products
  • Support negotiations with suppliers and buyers to expedite time-to-market, reduce pricing, improve supply security, and catalyze innovation for new and existing products
  • Work with the program teams to identify synergies across programs (including HIV, HCV, HPV and TB) and support efforts to enable collaboration across programs
  • Lead the preparation of key reports to the MOH UNHLS (and other related programs), development partners and other key stakeholders in the health diagnostic sector
  • Share best practices across the Infectious and Non-Communicable Diseases Programs to ensure knowledge is shared on the strategies, tools and experiences of all projects
  • Other responsibilities as needed

    Qualifications

  • Minimum of 3-5 years’ professional work experience
  • Experience working in management consulting, business strategy groups, investment banks, or similar fast-paced results-oriented environments
  • Experience managing and developing demanding work plans and budgets
  • Exceptional stakeholder management skills including experience collaborating closely with government, private sector, and NGO representatives
  • Technical proficiency with Word, Excel, and PowerPoint
  • Ability to solve challenging problems without extensive structural or operational support
  • Able to adapt to fast-paced and changing environments, both internally and externally
  • Excellent written and verbal communication skills, including the ability to prepare and deliver compelling presentations and work on complex analyses
  • Fluent in English, proficiency in both written and verbal
