  • To supervise the implementation of FCL projects in response to beneficiary needs and according to project design documents (logical frameworks, rationale, budget, etc.).


    Project implementation and proposal development

  • Support the Head of Mission in the overall planning and development of FCL activities in South Sudan, specifically by conceptualizing new projects and drafting proposals to donors.

  • Ensure and coordinate quality implementation of FCL projects in South Sudan by working closely with each project manager, team leader or other project staff.

  • Assess project implementation challenges and develop measures to address them with a view to greater efficacy and efficiency.

  • Ensure professional interactions between project teams and other stakeholders.

    Monitoring & Evaluation and reporting

  • Develop and manage a M&E framework and tools; coordinate the regular collection of harmonized data; and ensure project staff understand and utilize M&E tools and framework.

  • Develop an annual, monthly and weekly workplan in collaboration with project managers, team leaders and implementing staff.

  • Monitor the evolving needs of existing and potential FCL beneficiaries and propose adjustments to FCL programmatic priorities as needed.

  • Assess risks and opportunities for the project portfolio.

  • Contribute to and conduct quality assurance for donor reports, ensuring timely submission and conformity with FCL and donor standards and requirements.

  • Prepare and coordinate the internal and external evaluation of FCL activities in South Sudan as required; assess the quality of evaluation reports and follow-up on any measures and recommendations proposed.

  • Review and assess programme progress, capture lessons learnt and adapt programme strategies as necessary.

    Capacity building

  • Provide technical guidance on approaches and methodologies to team leaders and project managers.

  • Identify the capacity needs of staff and partners and provide solutions to fill the gaps.

  • Reinforce the professional and social responsibility of project teams.

  • Provide personalized guidance and technical support to implementing staff to allow them to fulfil their duties.

  • Develop and promote internal communication tools and enchance good pratice around managing cultural differences and conflict.

    Budget Management

  • Assist in the elaboration of project activity budgets and monthly financial forecasts accoding to the workplan.

  • Contribute to the procurement process for project activities in consultation with project implementing staff, and
    the FCL Finance and Logistics team.

  • Supervise project bugdet expenditures, ensuring adherence to FCL financial procedures and donor requirements.

    Functional relationship

  • Reports to the Head of Mission.

  • Work in coordination with FCL Headquarters

  • Supervises team leaders / project managers at project implementation level.

  • Represents the Head of Mission at relevant donor and other meetings.

  • Coordinates and liaises with the government, development agencies, and other partners in accordance with FCL policies and directives.

  • Closely coordinates activities with external service providers such as consultants and evaluators.

    Candidate profile and experience required

  • At least 5 years of experience in project implementation for a development organization in a leadership role.

  • Excellent team management and interpersonal skills.

  • Proven competencies in project cycle management.

  • Significant M&E expertise.

  • Good knowledge of survey, data collection or statistic tools (e.g. SSPS, Kobo Tools).

  • Experience building the capacity of staff and partners on planning, strategy, and M&E.

  • Ample experience drafting project and donor reports (ideally donor proposals as well) for the European Union, WFP, UNFAO, bilateral organizations and other major institutional donors.

  • At least a Master’s degree in agronomy and/or project planning and management.

  • Excellent English writing, verbal communication, and negotiation skills.

  • Identification with Caritas’ values of humanitarian, solidarity and sustainable development.

  • Experience working under stressful conditions or in conflict-affected zones.

  • French : Desirable

  • Other languages : Please specify the level of writing and speaking (Passive, fair, good, excellent)
