CARE International has been active in Uganda since 1969 and working in the country continuously since 1979, implementing a diverse portfolio of programs and projects ranging from emergency services to economic development
and civil society building.

Our current programming targets Women, Girls and youth as well as vulnerable groups
such as the extreme poor, internally displaced people, children to provide assistance and opportunities for empowerment and sustainable development through addressing the underlying causes of poverty grounded on careful
and thorough analysis of power relations between different groups in society and the local context in which they live and work. Our programming is guided by our core values of transformation, Integrity, Diversity, Equality and excellence.

Responsibilities

  • Interpret building plans and supervise the construction of the housing projects, as per specifications and
    schedules.
  • In charge of preparing work plans, materials schedules, activity schedules and other relevant documentation
    in a timely manner, for proper planning and execution of projects.
  • Supervise and evaluate works of pieceworkers/sub – contractors. (this assumes in-house projects)
  • Compile and prepare monthly project progress reports, weekly project briefs and cost capture reports.
  • Measure and evaluate works done and prepare payment certificates.
  • Evaluate the quality of materials supplied to project sites and manage their usage.
  • Ensure a clean, safe and reliable work environment at project sites – with the target of zero incidences and
    accidents.
  • Address technical issues / monitor amendments to the constructions when requested to the contractors, in
    order to meet the minimum humanitarian standards for construction quality and safety;
  • Ensure construction inspection and validation of works is regularly carried out and duly documented by
    using: a CUG checklist for safe and appropriate construction (quality control checklist); and a
    handover/completion of works certificate;
  • Identify key issues with labour and school and health facility authorities, and solve them on the spot
    when
    possible; when not possible report to the Shelter Specialist as direct supervisor or the Emergency Response
    Manager for support in rapid program solving;
  • Provide inputs in the adjustment and review process of the constructions design, materials specifications, Bill of Quantities (BOQ), construction monitoring tools, etc.;

    Requirements

  • Minimum 2 years of humanitarian aid experience, preferably in emergency construction projects in refugee
    settlements;
  • Experience of construction management & site management; including design of structures and making BoQs
  • Ability to run construction trainings/demonstration sessions;
  • Familiarity with inter-sectoral coordination with humanitarian actors, local and national authorities;
  • Excellent communication & negotiation skills;
  • Good advocacy and communication skills;
  • Possess analytical and problem solving skills;
  • Awareness of protection issues as applied to emergency settings, with special attention to the needs of women
    and children.
