Job Description

I. Job Summary.

The purpose of the Commodity and Agricultural Supplies Supervisor’s position is to supervise and monitor the commodities from the time of its arrival at warehouses until distributed to the intended beneficiaries He/She closely supervise and monitors commodities end use, warehouse management, reporting and the work of Storekeepers and Distributors.

II. Responsibilities and Tasks:

Job Responsibility #1 Staff Management:

  • Lead, guide, orient, train, coach and support the Storekeepers and Distributors;
  • Supervise and coordinate daily activities of personnel engaged in the receipt, storage and issuance/distribution of food and non-food items;
  • Builds the technical capacity of the Storekeepers and Distributers on warehouse management;

  • Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals.

    Job Responsibility #2: Technical and Logistics Support:

  • Carryout warehouse inspections and distribution; monitoring of food distribution and insure that it is carried on as per CARE-Ethiopia policies and procedures;
  • Supervise the overall commodity management at the Field Office from the time receipt until distributed to the beneficiaries;
  • Asses and ensure that adequate storage facilities are available to receive and manage the commodity allocated to the FO;
  • Reconcile commodity and Agricultural supplies receipt with the dispatching warehouse/organization;
  • Ensure that the completeness of MBL and PS at all level;
  • Ensure that the Field Office commodity management process is readily available and accessible for external or internal visitors, Auditors and Food Monitors;
  • Provides support to the Field Office staffs involved in commodity management on donor regulation and compliance issues.
    Job Responsibility #3: Planning, Monitoring and Reporting

  • Conduct frequent supervision of the overall commodity management at the Field Office;
  • Ensure that the commodity management systems and procedures are properly followed at the Field Office;
  • Closely monitor commodity end use, warehouse management and food handling;
  • Ensure that sufficient food stocks are dispatched to the warehouses as per the allocation and plans for food distribution.;
  • Ensure that all Storekeepers and Distributors comply with the food and non-food inventory procedures;
  • Reconcile periodically commodity balance with the store records;
  • Ensure that distribution/payments are carried out according to plan;
  • Perform periodic physical inventories and report to the Project Manager.

    Job Responsibility #4: Follow up and action on Commodity Management Compliance

  • In coordination with Compliance Officers, works directly with
    the Field office commodity management staff to ensure corrective action plans are in place to bring commodity management at FDP in compliance with JEOP Minimum Standards for Commodity Management and USAID/FFP regulations.

  • Reviews Internal and external Food Monitoring Reports and work with all the concerned to close the findings.

  • Maintains files of Follow up for not closed and for all closed findings.

    Job Responsibility #5: Perform other duties as assigned.

  • The Commodity and Supplies Supervisor faces identical or similar problems on a regular basis and what has to be done and how to do it are clearly defined. Therefore, level number one problem solving applies to this position.

    IV. Qualifications (Know How)

    a) Education/training

  • Required: Diploma in supplies management or accounting from Vocational School.

  • Desired: BA degree in Supplies management or equivalent combination of education and work experience

    B) Experience

  • Required: 5 years of experience in warehouse Management, Supplies Management.

    C) Technical Skills

    Required:

  • Good Computer skills;

  • Able to work accurately; Trustworthy and reliable;

  • Knowledge of local language

  • Report writing skill;

  • Firm belief in teamwork, gender equality and sensitivity to HIV/AIDS.

  • Desired: Driving Ability

    D) Competencies

    VI. Contacts/key Relationships

    The incumbent is expected to collaborate with Area Administrator, Purchaser, Workshop and transport Supervisor, Emergency Project and other concerned staff.

    VII. Working Condition and Level of Travel Required

    This position is located at CARE Field Office.
