Overall Scope

The CIG Procurement Adviser will receive technical specifications for Capacity Building and Panel Framework procurement against which he must develop respective procurement packages and oversee the process through invitation, evaluation and contracting stages.

All such technical specifications will be developed by technical advisers on the CIG team with preliminary review and approval by the Team Leader.

Administrative support for placement of advertisements will be supplied by the Facility Programme Officer.

The procurement approaches will be designed to conform to guidelines in Cardno’s Finance and Procurement Manual, taking into account Team Leader approvals for Limited Competition or Sole Source procurement where applicable.

The Advisor will continue rendering support to the CIG team from on or off-site over the life of programme implementation for the purpose of refreshing and/or expanding the TA panels and call-down Task Orders therefrom.

Specific Tasks pertaining to Inception Stage

  • Finalize details of the CIG procurement strategy to establish the delivery partners needed to begin delivering the core elements of an Action Learning Capacity Building program.
  • One set of delivery partners will include one or more Ugandan educational service providers capable of supplying online technical content syllabi to be specified by CIG core team members.
  • Undertake immediate consultation with CIG Team Leader, Capacity Building Advisor and core team to determine what technical content area or areas are required.
  • Confirm whether syllabus delivery should be handled online or through an alternative approach.
  • The second set of delivery partners to procure pertains to 3 or more Action Learning mentors.
  • Target mentors should be Ugandan nationals in the first instance and only if qualified candidates are lacking can they be procured from elsewhere in the region (Africa).
  • A Limited Competition procurement approach is expected for these Capacity Building components based upon preceding identification and vetting work being carried out by CIG team members.
  • Execute the Capacity Building procurement strategy for completion by the start of Phase 1 implementation on December 1, 2018. This will involve and include the following stages: development of the RfPs drawing upon TORs from project staff;
  • Setting of evaluation criteria; advertising to the market through appropriate channels (with support from the CIG Programme Manager);
  • Establishment of the evaluation and selection committee;
  • Negotiation and conclusion of contracts with selected mentors and institutions; issuance of final procurement reports for the files.
  • Finalize the details and critical path timeline of the procurement strategy needed to
    establish a Framework of three Technical Assistance panels to which CIG can ultimately issue competitive, quick turnaround Task Orders.
  • The three panels are designed to target different supplier segments, notably: (1) Firms, SMEs, development organizations and educational institutions from Uganda; (2) individual Ugandan and African regional subject matter professionals; (3) individual expatriate subject matter professionals.
  • Early consultation with the Team Leader should confirm the definition, composition and distinction between the three panels.
  • Open competition without a pre-qualification stage is to be applied.
  • The range of technical skills to be solicited shall be determined by CIG team members and approved by the Team Leader.

  • Support the CIG team on an on-going basis for the issuance, evaluation and award of Task Orders to pre-contracted panel members accompanied by follow up contracting and documentation for the files.
  • Support the CIG team to refresh and/or expand the Framework Panels as needed during the life of CIG.
  • 8 days on site in Kampala during inception
  • 19 days off-site for on-going guidance of the procurement process during inception
  • 27 Total days on and off-site during Inception.
  • 251 additional days over the life of CIG
