Canadian Physicians for Aid and Relief (CPAR) has been working in Ethiopia since 1984. Its initial intervention was predominantly focused on famine relief through the provision of emergency health service assistance to people affected by famine.

CPAR’s major humanitarian and emergency interventions were a supply of skilled personnel, medical supplies and materials for emergency, Water, Sanitation and Hygiene (WASH), and health services.

CPAR, in response to the “Partnerships for Her Voice, Her Choice” call for proposals by Global Affairs Canada (GAC), has developed a 4 years’ project proposal entitled “Enhancing Sexual Reproductive Health and Rights for Women and Adolescents” (ESWA).

The project aims to improve women and adolescent girls reproductive, sexual health and rights by increasing awareness of and access to high quality gender-responsive and youth-friendly Sexual and Reproductive Health (SRH) services in selected zones in the Amhara and Oromia Regional States.

This project proposal has been selected and funded by GAC. As a result, CPAR, in collaboration with various universities and local partners will implement the project. For this project, CPAR is seeking qualified candidates for different positions and locations.

Principal Function:

The Project Admin and Finance Manager is responsible for managing and ensuring the smooth running of all the support activities pertaining to the projects in accordance with general policies, procedures, budgets and instructions put forward by CPAR Ethiopia and the head office where it is appropriate.

Specific Roles and Responsibilities:

  • Monitor the day-to-day financial operations within CPAR, such as payroll, invoicing, and other transactions.
  • Oversee financial department employees, including financial assistants and accountants
  • Assess the financial situation of the project, estimate receipts and expenditures in relation to the programs and projects of the organization.
  • Controls and co-ordinates budgetary and accounting activities in consultation with the project managers; makes decisions on issues arising out of the financial operations of the organization.
  • Reviews financial data and prepares monthly and annual reports in accordance with CPAR- Ethiopia’s financial procedures, GAC and other donor specifications.
  • Assists in the development of new methods and
    procedures; provides the necessary internal coordination and control for maintaining continuity and validity in the accounting system.
  • Oversees and monitors expenditures to ensure they are justified, properly made and signed, and charged to the correct accounts.
  • Informs financial positions, inflows and outflows of cash, ensures the preparation of disbursement vouchers. maintains voucher register, prepares financial statements and reports.
  • Ensures proper control of office properties, furniture, equipment and human resource utilization.
  • Follow CPAR Policies and Procedures for Human Resources as stipulated in CPAR HR and Administration manual.
  • Planning and coordinating administrative procedures and systems and devising ways to streamline processes Ensures planning, monitoring, and appraisal of employee work results; scheduling management conferences with employees; hearing and resolving employee grievances; and counseling employees and supervisors
  • Meet regularly with the Project Manager, Country manager and Accountant to understand the specific needs of each job and determine where assistance is needed.
  • Recruiting and training personnel and allocate responsibilities and office space
  • Assessing staff performance and provide coaching and guidance to ensure maximum efficiency
  • Other duties as assigned by the supervisor.

    Job Requirements

    Required qualifications:

  • Master’s degree in Financial management, Business Management, Administration, or related field and 5 years Finance and Administration work experience.
  • Planning, implementation, monitoring and evaluation of financial utilizations of projects.
  • Well acquainted with Ethiopian Financial and Human Resources laws.
  • Takes initiative and is goal oriented knowledge and experience working with different accounting software such as ACCPAC.
  • Working experience in non-governmental organizations is advantageous.
  • Good communication and writing skills, is adaptable, flexible and resourceful, is able to adopt an organized and methodological approach, sense of confidentiality.
  • Languages – good English (written and spoken).
