    Main purpose of job:

    On 25 November 2015, the UK Chancellor announced a new cross-Whitehall Prosperity Fund with the primary aim of supporting growth in partner countries.

    This came into effect on 1 April 2016. South Africa has been identified as a priority partner country for the Fund, and the Prime Minister announced around £50m of such programmes for South Africa during her bilateral meeting with South Africa’s President Ramaphosa in London in April 2018.

    The Anti-Corruption programme is one of ten Prosperity Fund programmes operating or in development in South Africa. It has a number of sub-programmes, the largest of which is designed to reform public procurement systems.

    It is known as the Global Digital Marketplace Programme (GDMP), delivered globally by the UK’s Government Digital Service (GDS). The programme’s objective is to transform the way government buys technology and digital services by opening the market up to small and medium-sized enterprise suppliers.

    It is designed to support the South African Government’s procurement to become more transparent, accountable, and efficient by working in partnership with the South African Government at all levels, to deploy the GDMP platform, using local resources, global best practice and building capability at a local level .

    We are advertising for an Anti-corruption Programme Coordinator to support the Anti-corruption Programme Adviser in implementing this programme in Southern Africa.

    As role-holder you will work with Anti-corruption Programme Adviser and the UK GDS team to coordinate and implement all components of the programme throughout the Discovery and Delivery phases.

    This will require effective coordination of and collaboration with multidisciplinary international teams to ensure successful delivery of the scope of work that has been agreed by the Anti-corruption Programme Adviser and GDMP team in London. There may be some opportunities for regional travel.

    Roles and responsibilities:

  • The Anti-corruption Programme Coordinator, will be responsible for supporting the Anti-corruption Programme Adviser in all local delivery of the GDMP and of supporting components of the broader Anti-Corruption Programme. In practice this means:
  • GDMP Discovery phase design and management
    Coordinating, tracking and organising all logistical requirements for the programme design to a high standard, ensuring that itineraries are developed and implemented well
  • Ensuring stakeholders are appropriately communicated with and actions tracked and followed-up
  • Supporting UK inward, and SA inward visits through protocol support as required, including visa facilitation with UKVisas partners in Pretoria
  • GDMP Southern Africa region - delivery oversight
  • Supporting the Anti-corruption Programme Adviser;
  • Coordinating, tracking and organising all logistical requirements for the programme design to a high standard, ensuring that itineraries are developed and implemented well
    Ensuring stakeholders are appropriately communicated with and actions tracked and followed-up. Maintaining relationships through tracking contact with those stakeholders as required
  • Supporting UK inward, and SA inward visits through protocol support as required, including visa facilitation with UKVisas partners in Pretoria

    Stakeholder management

  • Ensuring effective coordination of all programme work with FCO, NCA, DFID and other cross government stakeholders working on corruption issues in the Region by sharing information as required
    and feeding information on other activities into GDMP programme planning;

    Budget management

  • Managing programme spend and forecasting on a regular basis;
  • Regional budget reporting to the programme leadership, as required;
  • Regular reviews and management of key performance indicators (KPIs), by working with the regional teams and Business Analysts in the UK team;
  • Regional KPI reporting to the programme leadership on a regular basis

    Essential qualifications, skills and experience
  • Bachelor or undergraduate level degree OR at least 3 years work experience in a related field of anti-corruption work and/or programme delivery
  • Experience of budget monitoring and reporting
  • Excellent communication and people skills
    Fluent in English

    Desirable qualifications, skills and experience
  • Experience of managing or advising programmes, including agile delivery
  • Experience of KPI monitoring and evaluation
  • A formal programme or project management qualification

    Required competencies

  • The British High Commission pays in full for the Key Care Plus option on Discovery Health for staff including spouses/partners and dependants.
  • Once you have successfully completed your probation the British High Commission will contribute 9% of your monthly salary to a Provident Fund.
  • Annual leave entitlement of 25 days
    Working hours per week of 36.5
