Project Title:
Bridging the Gap

Starting date: April 2017

Contract period: 12 months

Location: Addis Abeba, Ethiopia

The Austrian Development Agency (ADA) is the Operational Unit of the Austrian Development Cooperation (ADC). It is in charge of implementing all bilateral programmes and projects in ADC's partner countries and administers the budget earmarked for this.

Under the European Commission’s Multiannual Indicative Programme 2014-2017 of the Thematic Programme “Global Public Goods and Challenges”, Human Development / Employment, decent work, skills, social protection and social inclusion, ADA has been delegated to implement a component of the EU Flagship Project “Bridging the Gap II: Inclusive policies and services for equal rights of persons with disabilities” (DCI-HUM/2016/379-983) in Ethiopia.

The overall objective is to enhance the implementation of the UN Convention of the Rights of Persons with Disabilities in Ethiopia.

The Team Leader is responsible for the implementation of the EU Flagship Project “Bridging the Gap II: Inclusive policies and services for equal rights of persons with disabilities” (DCI-HUM/2016/379-983) in Ethiopia

Functions and duties

  • Setting up of the project management structure based on the Project Operational Manual incl. internal and external narrative and financial reporting procedures, establishment of Steering Committee, etc.)

  • Leading the inception phase of the program including

  • Organizing consultative meetings and discussions with stakeholders (DPO’s, GoE,)
  • Guiding the baseline study as well as carrying out various assessments to strengthen situation analysis
  • Preparing an inception phase report that will function as a project document for the country specific action and will include

  • multi-annual and annual work plans and time schedules
  • a country specific logframe aligned with global action,
  • multi-annual and annual budget
  • a robust monitoring framework

  • Overall management of the project including

  • contract management
  • hiring and supervision of staff and short-term experts
  • procurement
  • narrative and financial reporting

  • Designing and overviewing the set-up of the small grants scheme and preparing call for proposals
  • Designing, organizing and facilitating workshops incl. training
  • Organizing the production of manual, brochures, etc.,
  • Quality Assurance of project interventions and outputs
  • Organization of annual audit
  • Reporting internally (to the ADA Head of Office) and externally (FIIAPP)
  • Preparing Steering Committee meetings
  • Coaching national programme manager and handover of overall project management to the national programme manager after 1 year
  • Establishing a network of relevant stakeholders
  • Liaising with project stakeholders and representing the Project in Ethiopia
  • Supporting the visibility of the project and ensuring appropriate communication about the ADC and EU project intervention

    Job requirements

  • 7 years proven experience managing international development cooperation projects in the field of disability rights
  • Postgraduate degree in human rights, social sciences, development studies or equivalent expertise
  • Proven experience in providing support to government stakeholders and civil society organizations on disability inclusion in public policies, including in sectors such as education, employment, human rights, social protection, etc.
  • Experience in a lead project management position
  • Sound knowledge of EU project cycle management
  • Sound knowledge of the UN Convention of the Rights of Persons with Disabilities (UNCRPD)
  • Proven competence in applying a human right based approach and gender mainstreaming in development cooperation
  • Excellent facilitation and communication skills
  • Gender and diversity competence
  • Fluency in English, knowledge of Amharic is an asset
  • Country specific experience is an asset
  • Lived experience of disability is desirable
