Vacancy Title: Administrative and Human Resource Officer (full-time)

Duty station: Yumbe, West Nile, Republic of Uganda

Duration: from 1st of November 2019 to 15th of March 2020 including one month of the probationary period (possible for extension)

Project Title: Education Assistance for South Sudanese in Refugee Settlements, Northern Uganda

Salary range (Gross): 1,520,000-2,120,000 (depending on the experience and skill of a candidate)

Job Description

The Administrative and Human Resource Officer will provide service in the day-to-day delivery of responsive, effective, and efficient administrative and human resource related work in support of project operation in West Nile.

The person will be based in Yumbe office, covering Yumbe office, as well as Imvepi field office in Arua district and Palorinya field office in Obongi district. The person may have business trips to Kampala and Arua.

Overview of AAR Japan

AAR Japan was founded in 1979 with a mission to help refugees from Indochina, and as a civil organization without any political, religious, or ideological affiliations.

It has since then grown into an international NGO approved and registered by the United Nations. AAR Japan has five main pillars of activities; 1) emergency assistance, 2) assistance to persons with disabilities, 3) landmine and unexploded ordnance (UXO) action, 4) action against infectious diseases and 5) public awareness raising about global issues in Japan.

Since the beginning, AAR Japan has operated in over 60 countries. Currently, we are active in 15 countries and areas, including 4 African countries namely Kenya, Zambia, Sudan, and Uganda.

AAR Japan Uganda has been operational in Bidibidi, Imvepi Palorinya refugee settlements since September 2016 to support South Sudanese refugees. (http://www.aarjapan.gr.jp/english/)

Scope of work for Administrative and Human Resources Officer

a. Facilitate communication with all department of the office and external stakeholders as relevant. Send/ receive and distribute all incoming and outgoing correspondence.

b. Process administrative transactions in support of both general office operations and project operations such as filing, typing, copying, binding, scanning etc.

c. Compile and verify the data on the record in relation to general administration process (e.g. contact lists, employee leave plan, vehicle log sheets review, visitors’ book, attendance books, etc)

d. Arrange travel and logistics arrangements for staff and visitors to the office. Schedule and coordinate appointments. Provide logistical and communication support to event planning activities.

e. Handle procurement of office supplies and assist project teams in procurement of project goods and services.

Implement property management processes; such as property control record, distribution record, labeling, physical count. Manage office assets and project assets and ensure the asset register is up to date, accurate, arranged and with quality information in warehouse or storeroom.

g. Manage vehicle hire and logistics daily and monthly.

h. Manage public relation task and activity under instruction by the management.

i. Update personal staff files by managing contract, attendance, leave request and follow-up.

j. Support the management in the recruitment process and in the initial setup and orientation for new staff, and ensure the employees’ individual setting is up to date at monthly basis.

k. Assist the Finance and accounting department their administrative duty if necessary.

Experience required:

a. More than 3 years of experience in field of Administration and Human Resources in an NGO/Commercial sector.

b. Experience in administrative and human resource works

c. Experience in working with aid organizations

Qualifications required:

a. The ideal candidate for AAR JAPAN Administrative and Human Resources Officer Job placement must hold a Bachelor's Degree in business administration or relevant field

b. Ugandan citizen, residing in Uganda and able to station in Yumbe

c. Excellent PC literacy including word processing (MS Word) and spreadsheets (MS Excel)

d. Strong motivation to be part of an aid organization

e. Excellent at working as a part of the team, especially reporting to supervisor in a timely manner.

f. Respect punctuality

h. Solid drafting/reporting skills

i. Strong coordination and negotiation skills with stakeholders and problem-solving skills

j. Culturally sensitive and high level of diplomacy

k. High integrity, self-driven, able to work under challenging circumstances, and able to complete assignments with tight deadlines under minimal supervision.

Languages: Fluency in written and spoken English. Knowledge of Alur, Lugbara, Luo, Madi and other local languages widely spoken in West Nile region is an advantage.
