ABA ROLI seeks a qualified candidate to serve as an expert trafficking in persons (TIP) consultant for a U.S. State Department-funded Southern Africa Anti-Trafficking in Persons Project (hereinafter referred to as the Program).

The overall goal of the Program is to strengthen the Africa Prosecutors Association’s ability to serve its member countries in the area of TIP.

The Consultant will support the Project Director by providing expert, targeted inputs aimed at developing an APA TIP Road Map and peer review methodology. The Consultant will play a pivotal role in liaising with TIP focal points throughout the Southern Africa Development Community (SADC), and advising on the technical legal aspects of the program.

The role will require significant technical legal knowledge and understanding of TIP in the region. The Consultant will analyze TIP efforts in APA member countries according to legal and operational considerations.

Responsibilities

  • Technical review of ongoing TIP efforts and resources in agreed upon SADC and non-SADC member countries in APA;
  • Drafting of the APA TIP Roadmap;
  • Assistance in technical aspects of the two planned ABA ROL-APA workshops to finalize the Road Map, prioritization and peer review methodologies;
  • Facilitation and presentation at workshops to capture APA member inputs;
  • Collaboration with Project Director on developing outreach materials as needed for presenting to APA AGM;
  • Assistance with introducing peer review and mutual evaluation methodology and running a pilot of the
    evaluation;
  • Regular interaction with Project Director and TIP focal points in designated countries and the region.

    Qualifications

  • J.D., PhD or equivalent from an accredited university in Law, security studies, policy studies or other relevant field
  • At least ten years of practical experience in trafficking in persons programs, be it working with police, civil society, or other relevant stakeholders in the SADC region;
  • Extensive understanding of the aspects of managing TIP from for-profits, as well as international cooperation, funding, policy development;
  • Solid and thorough understanding of the socio-political context of SADC;
  • Extensive experience working in human rights and rule of law in SADC;
  • Experience working closely with prosecutors, police, local CSOs/partner organizations in capacity building, organizational strengthening;
  • Experience in training lawyers, investigators, CSOs;
  • Excellent interpersonal skills with demonstrated ability to cultivate relationships with SADC government entities, CSOs, academic institutions and other stakeholders relevant to promoting access to justice;
  • Strong written and oral communication skills and the ability to communicate effectively in English and an African language preferred;
  • High degree of organization, professionalism, integrity, trustworthiness and flexibility;
  • Ability to use discretion when working with confidential documents and information;
  • Ability to travel throughout SADC.
