ACODEV is an NGO that was established in 2003 and fully registered by government of Uganda. Initially founded as a self funded health program to fill service delivery gap in communities during the political insurgency in the Rwenzori region of Western Uganda that witnessed human rights abuses, gender based violence, breakdown in social and health systems; ACODEV has grown and expanded its programs for the benefit of communities targeting children and youth in various districts of Uganda.


Today we have presence in more than 28 districts in Western, Central and Northern regions of Uganda. We are spreading our wings with different innovative development and humanitarian programs to other parts of Uganda, East and Southern Africa.

ACODEV envisions a society where children, women and men are happy, healthy and economically productive. We strive to serve and empower individuals, families and communities through innovative solutions in the areas of human rights, HIV/AIDS, reproductive health, child health and institutional capacity strengthening in East and Southern Africa.

Our interventions are now anchored on i) Human Rights Program focusing on child rights governance and protection of children from violence, exploitation and abuse ii) Adolescent Reproductive Health program targeting reduction of emotional and health burdens faced by adolescents/youth; mothers, newborns and children; and iii) HIV/AIDS Prevention and Mitigation that addresses prevention and impact of HIV/AIDS in order to achieve reduction in prevalence and effects of the disease to individuals, families and communities .


Responsibilities


Overall leadership and management for ACODEV Programmes.

  • The incumbent will be responsible for drawing from the objectives and agreed upon key activities in the project proposals, develop detailed annual and quarterly implementation plans and related budgets while ensuring
    synergies between the different Projects;
  • Ensure DIPs (Detailed Implementation Plans) are developed and followed and closely monitored for each Project to ensure timely implementation of activities and within available resources and immediately report any problems or deviations from plans;
  • Ensure logistics for all training, capacity building, research and other events have been prepared and organized by various project managers in line with ACODEV’s & donors’ internal procedures and to create the best possible environment and conditions for participants in these different events;
  • In charge of monitoring Projects’ budget, reviewing monthly expenditure reports from various Project Managers/ coordinators and ensuring budgets are used in accordance with ACODEV’s and the donors’ rules and regulations.
  • This involves planning and designing activities in ways that fit the available budgets, reviewing monthly, quarterly,
    annual and donors’ financial reports and ensuring allocation of expenses to the right budget lines, preparing quarterly projection of needed funds, pipeline projections, etc.
  • Responsible for all procurement of goods and services related to these Projects, according to approved budgets and activity plans and in line with both ACODEV and the donors’ procurement rules and policies
  • Ongoing identification of staffing needs, recommends changes of staffing structure as needed and develops / adapts job descriptions for the whole project team as needed;
  • Direct supervision of Program Staff, which includes development of annual performance objectives and proactive management of performance through day to day guidance and coaching, formal mid-term and annual performance reviews and support to staff for achieve their personal and professional development objectives.
  • Ensures synergy across the supervised Projects as well as efficient use of resources across Projects.

    Partnership Management & capacity building:

  • Identify stakeholders at both district and National level and coordinate good working relationships with them; manage relationships with these partners to ensure deliverables are met timely and with the required quality;
    Ongoing review and assessment of staff performance and provision of support as needed through development, implementation and monitoring of their capacity development plans;
  • Ensure scopes of work and budgets for Health Projects are regularly updated, at least annually to reflect activities
    of the projects’ annual actions plans;
  • Ensure Project reports, both financial and narrative, are submitted timely and analyzed and that feedback is shared with staff;
  • Where ACODEV sub grantees, ensure all
    agreements with either stakeholders or partners are in line with ACODEV’s sub agreement policy;
  • Ensure stakeholders/partners have in-depth knowledge of the projects’ objectives and strategies;
  • Ensure that Stakeholders and Project Staff are involved in all critical moments and events of the projects (consultancies, planning meetings, review meetings, baseline, midterm review, end line, steering committee
    meetings, etc.) and that all key information is shared with them in a transparent manner and in real time;
  • Work closely with other ACODEV projects working with the same partners.
  • Ensure that other ACODEV projects benefit from the capacity development of ACODEV staff and partners in Health and Child Rights Programming thematic approaches that benefit the overall impact populations of
    ACODEV.

    Monitoring, Evaluation, learning and Reporting for Health Projects in coordination with MEAL Manager:

  • Ensure a results-based monitoring and evaluation system is developed with SMART indicators, with the engagement of stakeholders/ Partners and the development of a learning system that not only generates
    quantitative data but allows for ongoing collection of participants views on the programs’ relevance and success;
  • Ensure that project indicators are sex dis-aggregated and gender sensitive;
  • Ensure a project database is developed and maintained to allow keeping track of project participants in each component, without double counting across components;
  • Ensure ACODEV and partner staff are trained on the developed monitoring and evaluation system;
  • Coordinate and manage the design of the base line, midterm review and end line and final evaluation;
  • Actively facilitate and document quarterly project reviews with key partners and ensure these reviews inform project implementation and are used to improve project quality;
  • Writes and support direct reports to write briefs, human interest stories and papers that can be used for advocacy or information purposes; and further replication and learning.
  • Supports team members and stakeholders to write reports on their sector of intervention and coordinates process of consolidation of reports for internal purposes as well as donor reports, as per guidelines of the donor; It is critical to ensure reports are a true reflection of implementation and reflect progress as well as challenges and lessons
    learnt
  • Ensure learning products are developed in coordination with relevant Project Staff across all health Project officers.


    Requirements


  • The ideal candidate for the Programme Manager (PM) career opportunity should hold a Bachelor’s degree in Social Sciences and / or Public health, or related field (a Master’s degree is preferred)
  • Possession of a relevant Post graduate qualification is an added advantage
  • At least five years’ experience and working knowledge in senior program management (managing at least three different Projects and grants)
  • Possess excellent skills and experience in M&E, advocacy, report writing, participatory planning, financial management, Human Resource Management.
  • People manager with proven experience managing diverse teams and individuals’ performance for success,
  • Expert level knowledge and at least five years practical experience working with Civil Society Organizations, particularly in Managing Health Related Projects;
  • Excellent verbal and written communication skills in English.
  • Computer literacy skills i.e. proficiency in Email, word processing, spreadsheets
  • Personally committed to Child Rights Promotion, equality and women and girls’ empowerment with ability to lead
    to organizational change processes that aim at making organizations more Child centered,
  • Both a team player as well as able to work independently with minimum supervision.
