Based on a request from our client, UN organization, for Information Management Officer prominent Client, ABH would like to recruit a competent individual for the following position.
Purpose of the Position
The Information Management Officer (IMO) will support the Ethiopia Health Cluster to develop and implement Health information system necessary for the collection, management, analysis, and dissemination of useful strategic information for decision making.
Objectives of the program
The Health Cluster’s core commitment to data collection and analysis and the provision of Cluster information products for use in an emergency is a requirement for planning and producing the Health humanitarian response plan and implementation.
To ensure more effective and predictable support in preparing for, responding to, and recovering from natural disasters, conflict, food insecurity, epidemics, environmental, chemical, food and nuclear incidents, political or economic crises, and all other types of emergencies with public health consequences.
The Cluster works in support of and in close collaboration with the national and local Health authorities to lead a coordinated and effective Health sector response together with the national and international community.
The Cluster’s work aims to save lives, minimize adverse health effects and preserve dignity, with specific attention to vulnerable and marginalized populations.
Summary of assigned duties
The IMO will perform the following functions
Structure, populate and organize the Health Cluster database and coordination documents and manage data collection processes
Conduct statistical analysis on available Health data
Contribute to the Cluster’s situation analyses, needs analyses, response plans and strategic plans
Collaborate with partners, national staff and government officials to ensure data quality
Train and evaluate staff on health information systems for specific technical purposes
Train partners on Cluster related tools including the 5W matrix, data collection and reporting
With support from the Cluster coordinator, regularly produce and disseminate standard
Cluster information products including the monthly dashboard, bulletin, and 3W map
Track the performance of the Cluster’s HRP indicators and update the monthly dashboard and periodic/quarterly monitoring report
Perform geospatial analysis for maps and other reports such as dashboards and situation reports
Respond to both internal and external information request as guided by the Cluster coordinator
Perform any other duties as assigned by the supervisor
University degree in information management, computer science, or statistics
Master’s degree in information management, computer science, statistics, or Public Health
Studies or experience-based knowledge information collection, analysis, and presentation
At least 5 years’ experience in information management in humanitarian emergency situations, and particularly working in the Cluster system
Training staff, government counterparts, and partners in data-related topics
Experience in all phases of data systems from system design to dissemination
Conducting geospatial analysis and creating maps
Translating data needs into useful data visualizations
Balancing multiple demands simultaneously.
Functional Knowledge and skills
Demonstrated knowledge of surveillance and monitoring systems as related to emergency response operations, complemented by skills in the field of Statistics and Epidemiology
Knowledge of Public Health and Health interventions
Excellent IT skills, including Microsoft Office, online data collection applications and statistical analysis packages like DHIS2, EWARS, and Kobo, and GIS mapping software
Excellent teamwork and communication.
Ability to meet tight deadlines.
Willingness to travel within South Sudan for project activities.
Ability to work effectively in a cross-cultural and multi-disciplinary environment, while implementing best practices
Ability to communicate and write in a clear and concise manner
Excellent negotiation and interpersonal skills complemented by the ability to motivate others and to promote consensus act, discretion, and diplomacy
Excellent written and spoken English required
