Technical Advisor to MINECOFIN

The objective is to hire an international consultant to increase capacity within the Ministry of Finance (MINECOFIN) to mainstream environment into national and district planning, policy and budget processes in support to sustainable development as reflected in the Economic Development and Poverty Reduction Strategy (EDPRS).


Under the overall supervision of the Director General of REMA, the Director General ofMINECOFIN as well as UNDP Rwanda and UNEP, the Technical Advisor shall undertake the following tasks:

  • Provide policy advice and technical support services to assist in the integration of EDPRS commitments on environment into national and key sector strategic plans.

  • Provide policy advice and technical support services to assist in the integration of EDPRS commitments on environment into national and key sector budgets.

  • Support Capacity Building for MINECOFIN and for planning staff in key sectors to integrate environmentally sustainable natural resource use into national and key sector plans, budgets and monitoring and evaluation.

  • Ensure and report on key milestones using monitoring and evaluation indicators for successful implementation of activities;

  • Provide training and on-the-job support to MINECOFIN, sectors and relevant stakeholders including private sector and NGOs on mainstreaming environment into budgeting processes;

  • Final report on lessons and document best practices that will guide sustained sector engagement for planning, budgeting and monitoring for environment at both the national and local levels.


  • Masters degree in a relevant field such as Environmental Economics, Agricultural Economics, Public finance, Public Administration and Natural Resources Management with Accounting;

  • Minimum five years work experience in related fields such as public finance, environmental budgeting, environmental fiscal reform, budgeting for cross cutting issues, Green Accounting and Payment for ecosystem services;

  • Good understanding of international experience and best practice in the mainstreaming of cross-cutting issues into national development processes including budgets;

  • Strong background in development of environmental indicators and data analysis;

  • Strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different national and cultural backgrounds;

  • Ability to take initiative and to work independently, as well as part of a team;

  • Excellent communication skills with ability to express ideas clearly, concisely and effectively, both orally and in writing;

  • Fluent spoken and written English and/or French, preferably both;

  • Computer literacy in full Microsoft Office and office technology equipment;

  • Experience of working with UN systems and other development partnerships;

  • Experience in Sub-Saharan Africa;
