War affected countries in Africa

I want to know about students in West Africa who were affected by the civil war and now over aged (30-45years) and have also graduated for 10 to 20 years from high school and still desire to forward their education abroad, what plan do organization(S)have for such people especially Ivory Coast, Liberian,and Sierra Leone?

I meanly asked this question because the International Community (Countries, organizations, and other sponsors) mostly provide scholarships for International Students which of whom many are graduates, post-graduates, PhD etc, leaving many African Students at the rear especially West Africa.

Why? Also opportunities are barely given to those seeking undergraduate degree (First degree) abroad except to postgraduate etc. Due to all these, it has become very difficult for some of us to achieve our goal and dreams.

Example you have the African Educational Trust who help finance African Students to the University College of London (UCL) in the UK but the they need only two persons among many that apply each year. These are some of the reasons I asked this question.
