3. UNHCR Associate Administration Officer Jobs in Kenya


Assistant Admin Officers will establish and maintain efficient administrative services to support the
office operation.

He/she acts as advisor to the Head of Office, with authority to discuss problems and seek common
ground on which to recommend solutions based on predetermined guidelines provided by higher
authority.

The incumbent directly supervises general service staff.

Responsibility
  • Participates in the recruitment and training of General Service staff for specialized and nonspecialized
    work and assign General Service staff to meet work requirements;
  • Supervises activities concerned with office and grounds maintenance, security, transport and similar services;
  • Briefs international staff on general administrative matters, provide advice and ensure administrative support as required;
  • Assists in the preparation of submissions of new or revised procedures and practices;
  • Prepares correspondence, special reports, evaluations and justifications as required on general administrative matters;
  • Handles all personnel matters related to attendance records leave, issuance of visas, licence, etc.
  • May be required to supervise and coordinate the work of lower-level staff;
  • Undertakes other duties as required.

    Essential Minimum Qualifications and Experience
  • University Degree in Business Administration or related field
  • Minimum two years of previous job experience.
  • Excellent computer skills, in particular in MS Office applications
  • Excellent communication skills.
  • Knowledge of the local language.

  • Good knowledge of United Nations administrative, human resources and financial rules and procedures.
  • Working experience with PeopleSoft/Oracle Financial and/or HR modules.

    4. UNHCR Associate Security Officer (SPP) Jobs in Kenya

    The Associate Security Officer (SPP) manages and supports all activities pertaining to Security Partnership
    Project (SPP) between UNHCR and the Government of Kenya.

    He will provide technical advice to senior
    police officers on provision of security services to refugees and preservation of humanitarian space for the
    delivery of services and material assistance to refugees through the protection of humanitarian workers
    and assets.

    The incumbent works closely with Fleet managers in the field and with field based police
    commanders as well as with County authorities. The incumbent is supervised by a Deputy Representative
    who defines the objectives and provides general guidance.

    The incumbent contacts are predominant with
    Senior Government Officers concerned with the management of security at the National level, County
    level (Regional) and Operational (Local) level and with other UNHCR sections and units and Sub Offices
    for the coordination of SPP assets management, maintenance, repairs, coordination of training and
    advocacy.

    Accountability
  • Security provided by Government of Kenya is well coordinated for efficiency and effectiveness and that security of refugees and humanitarian workers exist.
  • Assets and resources donated to Government of Kenya under SPP are well managed for efficiency and effectiveness.
  • Liaison and regular consultations between UNHCR and Government of Kenya is facilitated on all
    matters and levels pertaining to GoK security forces under the SPP framework.
  • Training of security forces is coordinated and provided to address any training gaps identified.
  • Cooperation and coordination between refugee communities, host communities, humanitarian workers and security forces is enhanced through community policing initiatives and any other modern policing initiatives based on proven best practices.

    Responsibility
  • Through a consultative process with Government security managers and field visits, stay involved in the development of strategies and plans that respond to new and emerging operational challenges towards the effectiveness and efficiency of security forces in refugee operation areas.
  • Develop and maintain relationships with security -related actors internally and externally including partner agencies.
  • Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of SPP assistance projects.
  • Plan, direct, and coordinates with relevant IP(s), the operation of maintenance and repair programs for SPP vehicles and other related SPP assets in Nairobi, Dadaab and Kakuma.
  • Assist in keeping donor representatives briefed on developments and assist in the development of funding submissions, appeals and reports in liaison with programmes.
  • Prepares and directs in-service training programs for newly employed personnel to include newly posted police officers in the refugee operation areas through close liaison with Sub Offices.
  • Through a consultative process reviews purchase requests for new and replacement vehicles as well as construction of police accommodation facilities in consultation with the Supply Chain Unit and the designated SPP Construction Project Manager.
  • Plans and administers a preventive maintenance and vehicular replacement program for SPP vehicles and other SPP assets.

    Essential Minimum Qualifications and Experience
  • University degree with focus on security management and/or related discipline at officer’s level from a recognized military or police academy and/or successful completion of the command and general staff course at a recognized military staff college or equivalent police academy.
  • Minimum 4 years of experience relevant to security risk management, in particular in progressively responsible functions in a national law enforcement agency and/or national security forces.
  • Knowledge of local language and local institutions.
  • Excellent knowledge of English and working knowledge of another UN language.

    Desirable Qualifications & Competencies
  • Relevant trainings (first aid, etc ).
  • Computer skills.
