Undergraduate Scholarships to South Sudanese

I am a student in Uganda and would like to know why South Sudan gives scholarships to only postgraduates in East Africa rather than undergraduates. Please help clarify this statement, because too as South Sudanese deserve to achieve our goals. ***** I cannot tell how correct your statement is but other than South Sudan providing scholarships, there are other agencies that give such opportunities to undergraduate South Sudanese.
