Scholarship For Ph.D/Masters Programme

How possible is it to obtain a full scholarship for a masters programme or a Ph.D. with a tuition fee of about 10,000.00 pounds. Must I have an admission to a school or not?. Is there any advantage in any case? Am I restricted to certain schools or do I have the freedom of choice of school? What areas of study would be the best targets for such awards? I hold the following degress: BA History (Second Class Upper Division) M.Sc Political Science MBA: Specialisation in Marketing All from the University of Lagos I am keely interested in developmental studies as I strongly believe that this is the most important area of need for my country Nigeria and the entire African continent.
