The National Police Service Commission (NPSC) is a corporate body established under Article 246 of the Constitution of Kenya and enacted through an Act of
Parliament No. 30 of 2011. The Commission under Section 17(1) of the Act is responsible for the appointment of staff of the Commission for the proper discharge of its functions upon such terms and conditions of service as it may determine taking into account gender, county and ethnic balancing. The Commission hereby invites application from qualified Kenyans for the advertised
positions who meet the following qualifications:-

1. NPSC Commission Secretary/Chief Executive Officer Jobs in Kenya

Job Summary:
The Secretary will be the accounting officer of the National Police Service Commission and will be responsible to the Commission for formulating strategic plans, setting targets, directing and co-ordinating the general functioning of the Commission.

Duties and Responsibilities
Managerial
  • Lead the development of the Commission’s Strategic Plan, annual work plans and other operational documents.
  • Accountable to the Commission for execution of all programmes and plans in line with the Commission’s constitutional and legal mandate.
  • Oversee and ensure prudent financial management; adequate budgetary allocations; establishment of strict approvals and adherence to approved budgetary allocations.
  • Oversee the coordination and efficient management of the Secretariat which includes managing the process of change and review and implementation of the strategic and operational plans.

    Operational
  • As the Commission’s Accounting Officer, safeguard the Commission’s assets including prudent management of the Commission’s financial resources.
  • Acting on the decisions of the Commission.
  • Execute the decisions of the Commission.
  • Assign duties and supervise all employees of the Commission.
  • Facilitate, coordinate and ensure execution of the Commissions mandate.
  • Ensure compliance with public ethics and values.
  • Approve the Directorates budget.
  • Authorize directorate expenditure.

    Qualifications Knowledge and Skills
  • Master’s degree in a relevant field from a recognised university.
  • Certificate in Strategic Leadership Development Programme.
  • Computer literacy.
  • Knowledge of budgeting processes.
  • Leadership skills.
  • Communication skills.
  • Interpersonal skills.
  • Organizational skills.
  • Ability to work under pressure.
  • Negotiation skills.
  • Ability to build and lead cohesive teams.
  • Problem solving skills.
  • Meet the requirements of Chapter Six of the Constitution of Kenya.
  • Eighteen (18) years of service, of which five (5) must be of similar experience in a comparable position from a reputable organization.

    2. NPSC Director Corporate Support Services Jobs in Kenya

    Job Summary:
    Reporting to the Commission Secretary/Chief Executive Officer, the Director of Corporate Support Services will be responsible for coordinating
    administrative services including Human Resource, Finance, Procurement, Information, Administration, Research, Logistics and related functions.

    Duties and Responsibilities
    Managerial
  • Lead the development of the corporate services directorate strategy to ensure alignment of the strategy with the overall institution strategy.
  • Provide leadership in the development and implementation of the directorate budget to ensure optimal allocation of resources in the implementation of the directorate strategy.
  • Provide leadership in the development and implementation of budgets, policies and procedures to support the achievement of the institution strategy.
  • Provide leadership in development of timely and quality work plans for staff at all levels, derived from the directorate overall strategy to ensure effective
    implementation of the strategy.

    Operational
  • Report on the performance of the corporate services directorate in line with the overall strategy of the institution, to ensure the activities of the directorate
    support the achievement of the institution objective.
  • Mentor and coach staff members within the directorate to enhance work performance as set out in the appraisal schemes.
  • Lead the training and development of staff in the directorate in line with both individual and institution performance objectives in line with the annual
    audit plan.
  • Establish and maintain relations with both internal and external stakeholders to lobby for support necessary for the achievement of the overall institutional
    strategy.
  • Preparation of Directorates’ budget.
  • Participate in and coordinate the institution budgetary process.

    Qualifications knowledge and Skills
  • Master’s Degree in Business Administration.

  • Fifteen (15) years of service, of which five (5) must be of similar experience in a comparable position from a reputable organization.
