Job Summary:
Reporting to the Commission Secretary/Chief Executive Officer through the Director of Corporate Support Services, the Finance Officer I will assist in providing effective & efficient financial services including budgetary preparations and maintain sound financial procedures for efficient delivery of service.

Duties and Responsibilities
Managerial
  • Participate in the preparation of financial reporting policies to conform to the existing government regulations to ensure the delivery of quality reports in the Commission.
  • Compile and review pending bills required for approval by management to ensure timely payment in accordance to the financial department strategy.

    Operational
  • Prepare cash requirement projections for authorization by management, to ensure timely allocation of funds for the implementation of the commission activities.
  • Evaluate reviews on public expenditure and prepare reports for use by management to make recommendations on how to improve the utilization of funds in the Commission.
  • Prepare financial commitments, issue local purchase orders (LPOs) and Local Service orders (LSOs), for timely payments and service delivery to the Commission.
  • Examine the expenditure and financial commitments reports, to show the variances on the budget for further review by management.
  • Prepare and submit the income and expenditure reports to the controller of budget and the national treasury, for transparency and audit purposes of the Commission.
  • Ensure compliance with both the Commission’s budget control policies and government regulations by conducting regular spot checks to ensure adherence to the laid down procedures.
  • Determine budgetary constraints on financial expenditures on the Commission budget, and make decisions in line with the department’s strategy on the allocation of funds.
  • Participate in preparation of sound financial policies in line with the government regulations to ensure proper financial guidance in the Commission in terms of reporting and adherence.
  • Evaluate the public expenditure reviews for use by management to make recommendations on how to improve the utilization of funds in the Commission.
  • Review and analyze each item in the departmental proposals as recommended by the budget committee to project forecasts for the next financial year and ensure proper allocation of funds.
  • Examine the expenditure and financial commitments reports to show the variances on the budget for further review by management.
  • Provide input into the budgeting process.

    Qualifications Knowledge and Skills
  • Bachelor’s degree in Finance, Accounts or Economics.
  • Certified Public Accountant (CPA II) or Association of Chartered Certified Accountant (ACCA II) or Chartered Financial Analyst (CFA) level II.
  • Computer literacy.
  • Knowledge in budgeting.
  • Knowledge of relevant legislation e.g. PFM Act, PPD Act.
  • Knowledge of Public Finance management act.
  • Communication skills.
  • Interpersonal skills.
  • Organizational skills.
  • Ability to work under pressure.
  • Ability to lead and manage teams.
  • Problem solving skills.
  • Supervisory skills.
  • Compliance with Chapter Six of the constitution of Kenya.
  • Ten (10) years of service, of which three (3) should be in a comparable position from a reputable organization.

    16. NPSC Supply Chain Management Officer Jobs in Kenya

    Job Summary:
    Reporting to the Commission Secretary/Chief Executive Officer through the Director Corporate Support services, the Supply Chain Management Officer I will be responsible for the procurement
    of goods and services, ensuring corporate, government and ethical policies, preparation of Quotations, Tenders and Proposals in accordance with the Procurement Policy and current legislation.

    Duties and Responsibilities
    Managerial
  • Formulate and implement purchasing procedures and practices to ensure alignment of the commission in line with the Public Procurement Oversight Authority.
  • Review vendor contract documents and coordinate in preparation of specifications for quotations, tenders, proposals and supply agreements for approval by the Director.
  • Oversee the delivery of samples, testing and evaluation of new products to ensure compliance of standards are adhered to.
  • Oversee the annual physical inventory process as required to ensure policies and procedures are compliant.

    Operational
  • Analyze purchase requests from user departments and determine the appropriate method of procurement to ensure proper management of purchase orders.
  • Conduct in-depth analysis of all bids received in response to each tender, proposal and quotation to identify the response that best meets the needs of the user department.
  • Prepare recommendation for award to provide supplier debriefing sessions, when requested with unsuccessful respondents.
  • Ensures confidentiality is maintained with respect to the procurement process to ensure integrity of the respondents bid information.
  • Oversees preparation of contracts and tender awards to ensure compliance with the processes.
  • Participate in specialized projects and assignments related to procurement to ensure proper standards are maintained.
  • Ensures meetings related to quotations, tenders and proposals are organized well to facilitate smooth flow of procedures.
  • Presides over public opening of tenders to ensure compliance of procurement processes.
  • Approver of contracts and purchase orders in IFMIS to ensure compliance of standards are being followed through.
  • Member of Budget Implementation Committee to ensure standards are in place through the planning stages.
  • Prepare work plans and supervise officers to ensure management of work is in line with set targets.
  • Provide input into the budgeting process

    Qualifications Knowledge and Skills
  • Bachelor’s degree in Commerce - Economics, Business Administration, Procurement and Supplies Management, Marketing from a recognized university.
  • Diploma in Purchasing and Supplies Management/Chartered Institute of Supplies Management.
  • Registered member of Kenya Institute of Supply chain Management.
  • Computer literacy.
  • Knowledge of Budgeting.
  • Knowledge of Public Procurement and Disposal Act.
  • Communication skills.
  • Interpersonal skills.
  • Organizational skills.
  • Ability to work under pressure.
  • Ability to lead and manage teams.
  • Problem solving skills.
  • Supervisory skills.
