Médecins Sans Frontières Spain/ MSF-OCBA (Operational Centre Barcelona Athens) is urgently looking for a; Medical Activity Manager (to join the international pool)

General Context

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

General Objective and Main Responsibilities
Reporting to the Project Coordinator and functionally to the Medical Coordinator, s/he will participate in defining, planning and monitoring medical activities and programs in the field in accordance with MSF protocols as well as coordinate human and material related resources needed in order to ensure the quality of care provided by MSF.

Responsibilities and Tasks

Implement and monitor medical activities according to MSF project plan, standards and protocols. This implies the following:
  • Be responsible for medical data collection, analysis and reporting to the Medical Coordination in the capital, to ensure a proper monitoring of the program
  • Participate in the development of the project policy, annual plan, project proposal, budget review and project reports to donors.
  • Participate in exploratory missions / situation assessments and define medical operational priorities when needed.
  • Ensure regular contact MoH, and other local medical actors.

  • Monitor activity in the different medical specialties, as well as providing technical support to medical personnel in the field through self-knowledge and policies to help MSF medical activities in the field. In this sense, includes monitoring and ensuring compliance with the protocols of MSF medical activities.
  • Coordinate, supervise, coach and support medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoH protocols.
  • Plan and supervise, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required, improve people capabilities.
  • Supervise an efficient management of the MSF field pharmacy and medical equipment, in conjunction with the Logistics area, and monitor consumption follow-up and preparation of drug orders to avoid stock shortages and provide drugs at all circumstances.
  • Implement the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.

    Selection Criteria

    Education and experience
  • Recognized Degree in the medical or paramedical field of medical doctors, nurses/midwives.
  • Desirable training in public health
  • MSF experience an asset
  • Experience of 2 years working as a medical team leader in other INGO.
  • English – written and spoken French language an added advantage.
  • Basic computer literacy (word, excel, and internet)

    About Medecins Sans Frontieres

    Medecins Sans Frontieres Belgium is looking to fill the following positions on fixed term (extendable) contract for our Kenya mission, based in Embu County.

    The successful candidate will be reporting to the Project Coordinator (PC) and s/he will perform the following tasks, among others:-
  • Support the PC and the PMR in assessing and implementing the NCD project strategy
  • Be the focal contact person with the relevant counterparts in Embu county
  • Supervise the implementation, monitoring and evaluation of the mentoring programme
  • Active participation in the project planning, budgeting and reporting

    Qualifications for the Project Coordinator Job

    Education: Registered Clinical Officer or Nurse with a Diploma in Clinical Medicine & Surgery or Nursing

    Experience: Minimum working experience of 2 years in a primary health care setting within MSF as a supervisor, activity manager or coordinator; experience in management of NCDs is an asset; good knowledge of the Kenyan devolution system.

    Skills/ Competences: Flexible; diplomatic; cultural sensitive; confident; result oriented; proactive; attentive to details; organized; team player; excellent communication, analytical & reporting skills; computer literate

    Language: Proficiency in written and oral English & Swahili.
