8. Chief Valuer Jobs in Kenya (1 Post) - Job Group ‘M/N’ Ref: KSM/CPSB/2017/205


Requirements for Appointment:
  • Be a Kenyan Citizen;
  • Must have a first degree in Land Economics or any other related field from a recognized Institution;
  • A Master’s degree in a relevant field will be an added advantage.
  • Must have served in the public service at Job Group “L” or equivalent level in the private sector for a period of five (5) years
  • Must be a member of a professional body in good standing;
  • Must be registered by the Valuers Registration Board;
  • Must have undergone a Senior Management course training lasting not less than four (4) weeks from a recognized institution;
  • Must demonstrate outstanding capabilities in management within the Valuation sector.
  • Have demonstrated merit and ability as reflected in work performance and results
  • Demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution
  • Satisfy the requirements of Chapter 6 of the Constitution of Kenya

    Duties and Responsibilities;
    Reporting to the Chief Officer, Lands, Housing, Physical Planning & Urban Planning,the County Chief
    Valuer shall:-
  • Formulate and ensure the implementation of property management policies, county specific policies, strategies, regulations and standards.
  • Superintend Valuation Officers and Technical Staff in the Valuation and Rates office.
  • Coordinate the different functions of the Valuation and Property Management Units ensuring that all the sections work harmoniously
  • Review the staffing requirements in the Valuation and Property Management Unit from time to time
  • Undertake regional, national and international studies on matters relating to Valuation and Property Management and localize them as per best practices adopted
  • Offer professional advice to the County Government on matters Valuation and Property Management.
  • Be the custodian of the County Government’s Assets Register and maintain relevant records
  • Maintain and keep updated valuation rolls and subsidiary valuation rolls.
  • Establish and maintain a system to keep track of changes on ratable property data at the Lands Registry relevant to the enhancement of rates revenue collection
  • Offer professional advice on the County Government’s dealings in landed property, namely purchases sales, leases, allocations, temporary occupation licensing, compulsory acquisitions etc.
  • Carry out rental assessment and give expert opinion on lease negotiations in instances of rental properties
  • Carry out valuations of all assets marked for disposal by the County Government.
  • Perform any other function as delegated by the Chief Officer, Lands

  • A Masters’ degree in a relevant field will be an added advantage;
  • Must have served in Job Group “P” in public service or at a comparable and relevant position in the private sector for a minimum of seven (7) years;
  • Must be a member of a recognized professional body in good standing.
  • Must be registered by the Valuers Registration Board;
  • Must have attended a Senior Management Course lasting not less than four (4) weeks;
  • Demonstrated a high degree of professional, administrative and managerial competence in housing management;
  • Ability to articulate, interpret and implement national and international policies and development goals.
  • Have demonstrated merit and shown ability as reflected in work performance and results.
  • Have exhibited a thorough understanding of national goals, policies and objectives and the
    ability to relate them to the physical planning function.
  • Demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution
  • Satisfy the requirements of Chapter 6 of the Constitution of Kenya

    Duties and Responsibilities;
    Responsible to the Chief Officer for;
  • Organization, Management and Administration of the housing portfolio
  • Planning and development of Housing Infrastructure projects including facilitating access to housing through various strategies and programmes
  • Implementation of social and physical infrastructure policies and strategies for slum upgrading
  • Identification, implementation and management of projects in slums and informal settlements to improve living standards
  • Office accommodation for county government functions
  • Technical advisory services on real Estate Management and Implementation of policies and strategies
  • County housing surveys and statistics
  • Oversee implementation of Maintenance Policy and inventory for county government houses and buildings.
  • Capacity building for communities on Appropriate Building Materials and Technologies
  • Conducting studies and research on housing and human settlements
  • Overseeing Implementation of Building Regulations
  • Oversight professional and technical performance of County housing units
  • Prepare annual status report and budget on housing matters in the County for submission to the County Executive member responsible for housing function.
  • Oversee planning and budgeting processes for projects/programmes on housing.
  • Prepare Performance targets, work plans and contracts on matters of housing using current Human Resource Management tools.
  • Collaborating and partnering with local, regional, national and international stakeholders on
    matters relating to housing.
