11. Kenya Civil Aviation Authority Senior Human Capital Officer – Planning and Recruitment Jobs - KCAA Scale 7 -

Reports To: Chief – HCO Planning, Recruitment, Training and Development

Job Purpose
Assisting in the review and updating of the organization structures, manpower plans, monitoring and evaluating the recruitment and succession management process

Scope of work / duties / responsibilities
  • Preparing, coordinating and overseeing all staff recruitment; selection, placement; succession; retention and separation plans.
  • Preparing job indents for advertisement.
  • Conducting shortlisting of candidates for interviews.
  • Preparing shortlisting and interview reports.
  • Preparing, coordinating and overseeing all staff recruitment, selection, placement, succession, retention and separation plans.
  • Developing organization’s HR Plans in consultation with the Chief Officer Planning and Recruitment.
  • Liaising with line managers in updating departmental structures, job descriptions and staffing levels.
  • Processing recruitment requisitions in liaison with the user departments
  • Processing information for selection advisory committee, disciplinary committee and staff interview panels,
  • Coordinating with line managers on the development and implementation succession plans.
  • Coordinating with Senior Human Resource Officer Training and Development to plan for appropriate manpower development programs
  • Implementing staff rationalization strategies and optimal staffing plans to ensure operational efficiency.
  • Maintaining an integrated planning and recruitment database.
  • Performing any other duties assigned by the Chief HCO Planning, Recruitment, Training and Development.

    Qualifications
  • A degree in Human resources management or a degree in related social sciences such as Business Administration; Organizational Development and Management, or Labour Management from a recognized university with a Diploma in Human Resource Management.
  • Higher Diploma in Human Resource Management
  • A member of the Institute of Human Resource Management in good standing.

    Experience
  • 3 years’ experience in HR in a comparable and reputable organization
  • Generalist HR background is an advantage

    Knowledge and skills
  • Knowledge of Labour Laws
  • Knowledge of trends in the labour market
  • Ability to prepare recruitment, retention and manpower plans
  • Working knowledge of HR management information Systems
  • Good interpersonal and communication skills
  • Proficiency in office suite.

    12. Kenya Civil Aviation Authority Air Transport Statistician / Economist Jobs - KCAA Scale 8 - Ref: ATER/13/17 (1 Post)

    Reports To: Senior Analyst (Air Transport and Economic
    Regulation)

    Job Purpose
    Performs financial and economic
    evaluations of licensed operators and applicants and maintain relevant statistical data.

    Scope of work / duties / responsibilities
  • Compiling and analyzing of airline capacity and traffic statistics
  • Compiling and performing airlines route analysis
  • Compiling and analyzing airline origin and destination statistics
  • Compiling and analyzing aircraft fleet and personnel statistics
  • Analyzing load factors, Break Even Load Factors, unit costs per ASK and ATK, yields per RPK and RTK, Airline Employee Productivity and Aircraft Utilization and produce reports on airline economic performance
  • Performing market forecasts including route, sector, region and country of origin, destination and aircraft type
  • Analyzing tariffs and fares for the purposes of detecting anti-competitive practices
  • Compiling and updating statistical and financial database on licensed operators.
  • Updating information on the data bank through the Air transport Management system
  • Any other duties assigned by the Senior Analyst.

    Qualifications
  • Bachelor’s degree in Economics, Statistics or related field
  • Induction course in air transport

    Experience
  • A minimum of 3 years’ experience as an Economist or Statistician
  • Experience in an airline or aviation sector is an added advantage

    Knowledge and skills
  • A working knowledge of the ICAO requirements in air transport field
  • Analytical skills with the ability to make reliable airline financial and economic analysis.
  • Capable of integrating various data and identifying what is relevant to Directorate’s activities
  • Good reporting skills to present accurate data for analysis and decision making
  • Attention to detail, timeliness and accuracy
  • Demonstrated merit and ability in work performance and results
  • Ability to manipulate and use contemporary office automation equipment, software and databases and to keep abreast with available technology
