1. Protection Coordinator Somalia / Kenya

Location: Nairobi (50% of the time) with frequent travel to Somalia (50% of the time)

Reporting to: Head of Mission (HoM)

Starting date: as soon as possible

Duration: 12 months renewable

Dependants: Yes

Tasks and responsibilities
The Protection Coordination will oversee the implementation of all INTERSOS Protection within Somalia mission.

Key Responsibilities:

1) Coordination of Protection Department
  • Coordinate activities of the program in the areas of intervention with the support of the technical team of the program, contribute to the implementation of the strategy
  • Strengthen the humanitarian team’s capacity to meet protection and gender minimum standards
  • Provide ongoing strategic protection analysis(including aspects of conflict analysis, gender, and risk management) and lessons from programme experience to inform programme development, implementation and policy/advocacy work
  • Ensure monitoring, and support the reporting process of the Protection department, support fundraising efforts and development of new projects
  • Monthly analysis data to anticipate potential challenges based on information gathered in order to produce a Monthly Protection Report
  • Represent INTERSOS with donors and in strategic meeting, as well as coordination and consortium meetings.

    2) Provide technical advice, training and mentoring for staff on protection databases and adherence to data protection protocols
  • Supervise and support the protection Project Managers by providing technical and programme support in the following areas: staff recruitment, preparation of timely and quality project narrative reports according to donors’ requirement; supervision of the correct implementation of the projects in accordance with agreed strategies, principles, implementation plans, and donor requirements; monitor protection projects through follow up of the PATs
  • Conduct training and mentoring of the INTERSOS field staff on children education and use of the CPIMS and GBVIMS including preparation of trend analysis, tracing list, referral and other performance-related outputs to support project management
  • Conduct field monitoring and ensure that data protection procedures and processes are followed by Protection and other INTERSOS staff involved in handling confidential data
  • For Protection teams, ensure that the INTERSOS CP Database and M&E Officer maintains and reviews on a quarterly basis a tailored protocol for each base
  • Provide technical support for protection, gender, age and diversity mainstreaming throughout the projects.
  • Special attention will be given to GBV and CP including design of community-prevention and outreach methodologies and materials involving a wide range of stakeholders
  • Conduct research into community-engagement methodologies used and their impact (from desk-based and primary research)
  • Review weekly activity reports, case management forms and provide advice and supervision on case management, psychosocial support and CMR direct service delivery

    Required profile / experience
  • Social Science, Community Development, Psychology or Social Work degree and/or equivalent practical field experience, preferably with a humanitarian organization
  • Minimum five years professional experience in CP and/or education programming, technical focus on education in emergency, children affected by armed conflict and other technical aspects of reintegration is an asset
  • Previous experience humanitarian project management is required
  • Good interpersonal skills to work effective with different stakeholders
  • Excellent organizational, participatory training skills, team spirit, flexibility
  • Project Management skills, including financial planning
  • Experience in psychosocial support, case management and alternative care for children is an asset
  • Good reporting writing and communication skills is required
  • Computer literate (Word, PowerPoint, Excel and Access)
  • Gender-sensitive and advocate for women, children and minority rights
  • Ability to travel frequently to different areas in Somalia working in stressful situations and in hardship field locations
  • Fluency in written and spoken English

    2. Health Manager/Advisor- Kenya/Somalia

    Location: Nairobi with Frequent travel to Mogadishu

    Reporting to: Head of Mission

    Starting date: 1.1.2017

    Duration of contract: 1 year

    General context of the project
    The Health Manager/Advisor will have the overall responsibility of coordination, planning and mentoring of the health/nutrition department projects and activities in the field.

    Tasks and responsibilities
  • Contribute to the technical definition of INTERSOS health strategies and to the elaboration of new projects finalized to the health strategy implementation. Essential to this responsibility is to maintain effective relationship with the Health projects Donors and to remain informed about decisions, developments and initiatives of the Health and Nutrition sectors for Somalia.
    Strive to the achievement of the objectives of INTERSOS health projects in Somalia, either by direct supervision or “remote control management” of INTERSOS supported Health facilities in Kenya-Somalia.
  • Manage human resources within the Health projects, coordinating and motivating personnel, encouraging continuous update and training on the job.
  • Supervise the Health & Nutrition programmes to ensure they are implemented in accordance with INTERSOS standards and regulations.
  • Work closely with the Head of Mission in building relationships with key Health & Nutrition partners and donors to strengthen INTERSOS Health & Nutrition programmes in Somalia .
  • Supervise and support the Health & Nutrition Project Managers by providing technical and programme support (i.e. staff recruitment, training and mentoring expatriate and national staff, ensure timely and quality project narrative reports, internal and to be provided to the donors on time according to donors’ requirement; ensure the use of qualitative and quantitative indicators, supervising the correct implementation of the projects in accordance with agreed strategies, principles, implementation plans, and donor requirements; monitor Health & Nutrition projects through follow up of the PATs).
  • Ensure and support the mainstreaming of Health & Nutrition components in the INTERSOS mission projects by providing technical expertise and assure that linkages among the projects are established and are sustainable.
  • Ensure that Health & Nutrition information is used effectively to advocate on important issues as well as for longer term planning for target populations.
  • Regular visits (if security will allow it) to Health & Nutrition programme sites in Somalia.
  • Prepare regular monthly and mission reports for the HoM on Somalia mission Health & Nutrition programme.
  • Responsibility for the management and financial administration of the assigned projects, and for the achievement of their objectives and results

    Required profile/experience
  • Qualified doctor or nurse with a postgraduate qualification in community/public health with management skills (human resources, hospital management on the humanitarian emergency projects)
  • Master degree or equivalent in Public Health
  • At least 5 years work experience in humanitarian field in relevant technical disciplines and in coordination position and advisory position. Previous experience in M&E and related field is an asset
  • Working experience in fragile states of at least 3 years.
  • Previous experience in Somalia is an asset.
  • Knowledge of the cluster system.
  • Knowledge of ECHO/UNICEF/CHF/WHO procedures and familiar with their approach and strategies.
  • Project Management skills, including financial planning and documentation.
  • Fluency in written and spoken English, good reporting and communication skills are required

    Behavioral competencies:
  • Good problem solving and social skills and creative, to think of alternative solutions.
  • Good interpersonal skills to work effective with different stakeholders including different communities in the target areas, humanitarian actors, service providers, local and national authorities.
  • Excellent organisational, teambuilding and participatory training skills and experience is required, as well as ability to work as part of a team.
