Job Summary:

The Human Resources and Administration Officer will coordinate an effective HR function at Yumbe field office and will ensure that timely and quality human resource and administrative support is given to the Yumbe office.
  • S/he will ensure that the HR policies and procedures of IRC are implemented in this field office.
  • Basically, s/he will be responsible for all HR field related activities ensuring compliance with IRC’s HR policies and procedures.
  • The role holder will play a key role in the overall field leadership of IRC Uganda, acting as a role model to staff.
  • This will be under the supervision of the Field Manager (FM).
  • The successful candidate should be able to deploy immediately.

    Specific Responsibilities

  • Staff Recruitment & Exit

  • In liaison with the HRM and FM, Coordinate and support staff recruitment and orientation i.e. receiving the position request forms, drafting of JD’s, preparation of adverts, application processing, interview support as per the IRC recruitment procedures
  • Ensure that all proper procedures are followed in the recruitment process, from the position request forms, adverts till the final contract is signed in liaison with KLA HR or designate
    Collate all interview paper work and send originals to KLA HO for safe custody & keep flimsy file for your records
  • Managing field induction / orientation schedules of new staff
  • Ensure that there are signed copies of the JDs & performance objectives on all field personnel files

    Hospitality

  • Coordinate and welcome new staff and visitors, ensuring that accommodation assistance is offered.
    Organizing social events (farewells, team buildings etc.) & workshops
    Reports
  • Prepare and submit timely HR reports including activity reports, other areas of accountability to HRM as required

    Qualifications and Requirements

  • Degree in Human Resource Management, or other related field;
  • At least Two (2) years of experience in similar positions, supporting similar complex emergency interventions preferably in conflict and post conflict situations.
  • Demonstrated experience in capacity building
  • Strong interpersonal, intercultural and communication skills
  • Excellent analytical and written skills, and good computer skills (MS Office)
    Fluency in English
  • Proven skills in administration and human resources management.

    Background /Considerations

    In July, violence broke out in Juba, South Sudan, signaling a new phase of the emergency in South Sudan and spurring thousands of people to flee to Uganda.
    The new arrivals are overwhelmingly women and children with reports of forcible recruitment into armed groups detaining any men and boys along the way.
    The Uganda government and UNHCR opened a reception center and provided land for settlement in Yumbe district, across the Nile from Adjumani.
    In just a few months, Bidibidi settlement became one of the largest refugee settlements in the world, hosting over 270,000 people.
    Imvepi settlement in Arua was then opened in late February and is anticipated to have a population of 100,000 persons, likely to reach capacity by mid/late May.
    Since August 2016, the IRC has been providing lifesaving protection, health and gender based violence (GBV) prevention and response services to the new arrivals in Bidibidi and Imvepi with support from a range of donors.

  • The Operations Coordinator (OPC) leads IRC’s operation response in the Yumbe Field office and is responsible for supporting, coordinating and supervising timely and high-quality program implementation, with a specific focus in ensuring effective operations support including supply chain and HR.
  • He/ She will provide supervision and leadership
    to operational teams in the field site, ensuring adherence to agreed work plans and reporting schedules as well as full compliance to IRC's policies in the areas of HR, Supply Chain, Security and ICT.

    Representation and Coordination

  • Represent the IRC with local government authorities (administrative, sectorial and security officials), non-state actors, UN agencies, NGOs, and donors at the field site level.
  • Represent the IRC with beneficiaries and communities to encourage accountability to those we serve upon request by the Senior Management
  • Team, organize and facilitate field visits for stakeholders interested in IRC's Yumbe response.
  • Coordinate IRC program activities with relevant officials and other humanitarian agencies;
  • Assist in the preparation of regular reports to
  • keep partners and stakeholders informed of IRC's activities;

    Key Result Areas

  • Continuously monitoring and analyzing the safety and security situation within the district to inform the development of contextual advice and SOPs for staff safety during all IRC operations.
  • Optimal and effective resource utilization in the overall IRC operations through implementation approaches in both programming and operations
  • Contribute towards development of the IRC policies, procedures and ensure adherence and compliance by all field staff
  • Staff report to the position: Field Co Bidibidi, Field Manager – Imvepi, Supply Chain Manager, HR/Admin manager.

    Requirements:

  • 5-7 years in an operational management role, with several of these being in an international NGO.
    MBA or comparable degree preferred.
  • Strong interpersonal and training skills, ability to work in multi-cultural environments.
  • Diverse background in operations, with strong understanding of finance, administration and supply chain.
  • Excellent interpersonal skills and a collaborative management style.
  • A demonstrated commitment to high professional ethical standards and a diverse workplace
  • Strong supervisory and inter-personal skills.
  • Computer competency with word processing, spreadsheets and databases.
  • Strong negotiation skills.

    International Rescue Committee Senior Communication Officer Jobs in Uganda

    Major Responsibilities (not exhaustive):

  • Manage, support and coach the BBTT communication team mainly the communication officers
  • Coordinate the activities of the BBTT team through close supervision, follow up and daily meetings
  • Coordinate closely with the Legal Officer, Protection officers and Community Engagement
  • Officers/ Managers and other internal and external stakeholders to make sure the communication team is provided with updated information about available services to refugees and ongoing or upcoming events in the settlements;
  • Act as a focal point for receiving and following up on overall messaging needs from partners in the settlement and ensure quality and relevance of messaging for the refugee community
  • Develop and implement an awareness strategy according to identified needs from the refugee community

    Job Requirements:

    Education:

    Completion of a Bachelor Degree in journalism, social sciences or communication

    Work Experience:

    At least two years of prior professional experience in a similar post, preferably with an international organization focused on communication/ journalism.

    Good protection background and knowledge of refugee context.

    Demonstrated Skills and Competencies:

    Strong management and organizational skills.
    Excellent time management skills and ability to meet deadlines.
    Good interpersonal skills and ability to work as part of a team, as well as independently.
    Flexible and able to work in a dynamic and diverse environment.
    Must be computer literate (Microsoft Word, Excel and audacity/recording software).
    Language Skills:

    Excellent drafting and oral communication skills in English.
